Abstract:

This policy brief provides insights into why some rural small-town hospitals are financially successful and others are struggling with persistent financial difficulties. It includes a Medicare cost report analysis of 48 consistently profitable and 119 financially struggling rural hospitals, followed by comparative case studies of the financial performance of three pairs of representative hospitals. The brief highlights implications for Medicare policy based on the findings. It includes figures and references.
