Abstract:

This working paper evaluates the financial capabilities of rural hospitals under the Balanced Budget Act of 1997 (BBA) and the Balanced Budget Refinement Act of 1999 (BBRA) Medicare payment policies. It discusses policy implications and provides a simulation model for projected rural hospital profit margin and behavioral changes for years 1998 through 2004. The report includes tables, figures, and references.
