Interlibrary Loan and Document Delivery Policy
for Service to NIST Employees


Eligibility for Services

  • The Interlibrary Loan/Document Delivery Office (the ILL Office) serves the employment-related business and research needs of NIST/Gaithersburg staff and guest researchers. Because the NIST Research Library's Interlibrary Loan and Document Delivery services are dedicated to serving NIST's research programs, requests for materials on behalf of non-NIST employees or requests for materials unrelated to NIST business and research cannot be honored.
  • NIST/Boulder employees should submit requests directly to the Boulder Laboratories Library for processing (using the Boulder Library request form). However, NIST/Boulder employees can continue to request biomedical materials through NIST Research Library's Loansome Doc account. Loansome Doc is the online document ordering system for use with the National Library of Medicine's PubMed/Medline database.
  • Researchers at CARB (Center for Advanced Research in Biotechnology) who are not employed by NIST should use the Interlibrary Loan resources of the University of Maryland Libraries.

Available Materials

Materials from Other Libraries

The ILL Office will order single titles or reproductions of the following items when they are not owned by the Research Library, not yet received, declared missing or lost, or in use:

  • Journal Articles
  • Monographs (Books)
  • Theses and Dissertations
  • Reproductions of Book Chapters
  • Conference Proceedings and Papers
  • Technical Reports
  • Newspaper articles
  • Patents

Interlibrary Loan staff will attempt to locate a supplier, but the following materials are extremely difficult to borrow through ILL channels.

  • Books published within the past 12 months
  • Entire volumes or issues of journals
  • Reference works
  • Audio/Visual materials
  • Standards
  • Rare books

For some journal volumes and reference works, we may be able to get a copy of the table of contents or index so that you can request reproductions of portions of the title.

Items purchased by the NIST Research Library for customer use (e.g., theses and dissertations or technical reports, current standards and codes) become the property of the library upon the end of a one-month loan period (one-month renewal possible). See Costs.

Materials from the NIST Research Library

Requests for reproductions that can be filled from the Research Library's collection will be copied and delivered electronically or in print via interoffice mail. Requests for books owned by the Research Library will be held at the Circulation desk for pick-up or checked out and sent to you via interoffice mail, depending on your delivery preferences (select Mail to Address or Hold for Pickup, in ILLiad account).

Requests for reproductions exceeding 100 exposures will be converted to loans of the original material. The items will be held at the Circulation desk for pick-up or checked out and sent to you via interoffice mail, depending on your delivery preferences (select Mail to Address or Hold for Pickup, in ILLiad account).

Customers submitting requests for articles that can be downloaded from the electronic journals subscribed to by the Library will be directed to the library's list of electronic journals. Links to available online issues can also be found in these journals' records in the Library's online catalog. Costs

The NIST Research Library does not charge for Interlibrary Loan and Document Delivery services. Document costs and any copyright fees that result from your requests are covered by the library. However, items purchased by the NIST Research Library for customer use (e.g., theses and dissertations or technical reports, current standards and codes) become the property of the library upon the end of a one-month loan period (one-month renewal possible).

The Library will purchase items costing $50.00 or less. Customers who wish to keep copies of theses or technical reports or who need items exceeding this maximum cost should arrange to have the materials purchased by their Division. Copies of theses can be purchased online using a credit card from ProQuest at Dissertation Express (print copies) or Digital Dissertations (electronic copies from 2002 onwards). Many technical reports can also be purchased online or over the phone (800-553-NTIS) from the National Technical Information Service.

Customers or divisions submitting large numbers of requests at once (30 or more) should contact the ILL Office at 301-975-3060 to discuss cost sharing and delivery deadlines.

Most libraries, NIST included, do not loan out books published within the previous 12 months. If the library is unable to find a lender for a recently published book, we may suggest that your division purchase a copy, or you may submit a request to the Library to purchase the book. To submit a request for material to be purchased by the library, fill out the form Recommendation for Addition to NIST Research Library on the NIST Virtual Library web site, or complete a form at the Circulation Desk in the library.

Fair Use Guidelines and Copyright Law

Under certain conditions specified in the copyright law of the United States (Title 17, United States Code), the NIST Research Library is authorized to request photocopies or reproductions for its customers. One of these specified conditions is that the photocopy or reproduction is not to be "used for any purpose other than private study, scholarship, or research". If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excess of "fair use", that user may be liable for copyright infringement.

The Research Library pays any copyright fees that result from your requests. In the rare event that your request exceeds "fair use" limits, the Interlibrary Loan staff will work with you to modify your request and identify lenders that can supply the information you need.

However, please note that no further reproduction and distribution of copies received from interlibrary loan/document delivery services is permitted by electronic transmission or any other means. It is also in violation of copyright law to copy substantial portions of a loaned work.

The NIST Research Library reserves the right to refuse to accept a copying order if, in its judgment, fulfillment of the order would involve violation of copyright law.

How to Submit Requests

Requests are submitted exclusively through ILLiad, the Research Library's Web-based system that allows customers to submit, track, and review requests for library materials.

To submit a request for material to be purchased by the library, fill out the form Recommendation for Addition to NIST Research Library on the NIST Virtual Library web site, or complete a form at the Information Desk in the library.

How long does it take?

On average, materials take seven days (five business days) to arrive at NIST.

Electronic copies of articles available from PubMed/Medline can be emailed to you directly by the National Institutes of Health and the National Library of Medicine.

Requests can be rushed when materials are needed by a specific date. See Rush Requests.

Rush Requests

Requests for material needed within three business days or less are treated as rush requests. Identify these requests as such by indicating the date needed by when submitting the request. In ILLiad, this is done by choosing "Rush" instead of "Regular" service and entering the date needed by on the request screen.

Regardless of your recorded delivery preferences, rushed loans and hard copies will be held for you in the Interlibrary Loan office when they arrive and you will be notified by phone. If you prefer electronic delivery, rush articles received electronically will be forwarded to you via email, and you will be notified that they are in transit.

There is currently no charge for single rush requests.

Notifications and Status Checks

When you set-up your ILLiad account for the first time, you can choose your "Preferred Notification Method" as Phone or Email. This is how the ILL Office will contact you for all communications, including when your requests have arrived. See also How will I receive what I requested?

Information about the status of all of your requests is available 24 hours a day from ILLiad, even if you did not originally submit the request in ILLiad. Log on with your username and password for secure access to up-to-the-minute information about your requests. To do this,

  1. Press the button "View/Modify Outstanding Requests" on the main menu screen.
  2. Press the transaction number to see detailed information for a particular request.
  3. Scroll down to "Item Tracking Information" at the bottom of the screen to see the complete record for your request.

While you are logged in, you can also edit requests, request renewals, and review the list of items you have requested in the past. These options are all available from the main menu screen.

How will I receive what I requested?

Loans and Hard Copies

Your ILLiad account allows you to designate your delivery preferences.

  • If you choose "Hold for Pickup", your item will be held at the Circulation Desk in the Library (Administration Building 101). You will be notified via email or phone that it is waiting.
  • If you choose "Mail to Address", the item will be sent to you via interoffice mail. You will be notified (via email only) that it is in transit.

Note: Books are checked out to you upon receipt by the ILL Office. You do not need to check them out at the Circulation Desk.

Electronic Delivery

The ILL Office delivers articles in electronic (PDF) format whenever possible. To receive articles via email as PDF files, choose "Yes" on your ILLiad registration when asked "Prefer Electronic Delivery if Possible."

Most of NIST's supplying libraries send electronic reproductions. However, articles/reproductions sent to the ILL Office via fax or mail are delivered as hard copies (see above).

Rush Requests

Regardless of your recorded delivery preferences, rushed loans and hard copies will be held for you in the Interlibrary Loan office and you will be notified by phone. If you prefer electronic delivery, rush articles received electronically will be forwarded to you via email, and you will be notified that they are in transit.

Loan Period and Renewals

Materials that must be returned will have a due date on the attached paperwork. This can include loan copies of single, copyrighted articles. If the lending library has not allowed renewals on the material, the paperwork will indicate NO RENEWALS.

Please note that due dates for these materials are determined by lending library, not by the NIST Research Library. Renewals are also granted at the lending library's discretion.

When your loan arrives, you will be contacted via email or phone, according to your designated preference in your ILLiad account. Interlibrary loan materials do not have to be checked out at the Circulation Desk. Please do not remove the attached paperwork from the loaned material.

Please return your loaned material by the given due date. You can return the item(s) in person to the Circulation Desk in the Library (Administration Bldg 101), or via interoffice mail to "ILL, MS 2501".

If the lending library has allowed renewals on the loan, you can request one renewal through your ILLiad account, or email borrow@nist.gov or call 301-975-3060. To request a renewal in ILLiad,

  • Click the button "View/Renew Checked Out Items" on the main menu screen.
  • Click on the transaction number to show the detailed information for the loan.
  • Look to see if "Renewals Allowed?" indicates "Yes".
  • If so, click the button "Request Renewal".
  • You will be given a provisional due date two weeks in the future, and ILL staff will forward the renewal request to the lending library.

If a renewal is not allowed and you still need to use the book, please submit a new request for the title via ILLiad.

Overdue and Recalled Materials

The ILL Office sends out due date reminders and overdue notices once a week via email. Please return your loaned material by the given due date. Our continued relationship with many lending libraries depends on the timely return of borrowed materials.

If your materials are overdue the lending library may refuse to loan to NIST until your materials are returned. This affects other researchers at NIST who may need resources from that library. Please plan accordingly and return your loans on time. The Research Library reserves the right to block ILL privileges for customers who have overdue items.

You can return the item(s) in person to the Circulation Desk in the Library (Administration Building 101), or via interoffice mail to "ILL, MS 2501".

If the lending library has allowed renewals on the loan, you can request a renewal through your ILLiad account (see Loan Periods and Renewals for instructions), or email borrow@nist.gov or call 301-975-3060.

Lost or Damaged Loan Materials

The lending library determines the cost of replacing a lost or damaged item and the employee's division will be responsible for covering this cost. Once the lending library has communicated the procedure for replacing or covering the cost of the item, the employee's interlibrary loan and document delivery privileges will be blocked until the lending library confirms that its conditions have been met.
