Statement of Cooperation between the Department of Health and Human Services of the United States of America and the Ministry of Health of Ukraine

In accordance with the Joint Statement adopted by President George W. Bush and President Viktor Yushchenko on April 4, 2005, affirming a new era of strategic partnership between the United States and Ukraine, we will endeavor to work together on biomedical research, health service delivery, and public health.

 

Areas of cooperation include, but are not limited to:

  • Avian and Human Pandemic Influenza
  • Infectious Disease
  • Surveillance and Epidemiology
  • Chronic Disease
  • Health Care Modernization
  • Information Technology and Informatics
  • Public Health Emergency Preparedness
  • Global Health Security

 

Both the United States and Ukraine intend to identify appropriate methods and venues for cooperation including but not limited to:

  • Exchanging information on best practices of health interventions and facilitating training in research on disease, disability, human health and wellness, including surveillance and epidemiology, basic research, natural history, prevention and cure;
  • Implementing programs for the exchange of technical expertise;
  • Training researchers, health care providers, and public health professionals;
  • Supporting mutually beneficial biomedical and health services research; and,
  • Exchanging information for consumer education activities.

 

All activities undertaken in this Statement of Cooperation are to be conducted in accordance with the laws and regulations of both countries and are subject to the availability of personnel, resources, and appropriated funds on each side. Implementing steps are to be developed upon signature of this Statement of both parties.

 

In signing this Statement, the United States and Ukraine embrace our future cooperation as strong global health partners.

 

Signed in Washington, D.C., this 30th day of May 2006, in duplicate, in the English and Ukrainian languages.
