Includes transfers to the Department of Homeland Security and from the Department of Treasury (2003 and 2004). Budget Authority for FY 2008 includes both discretionary and mandatory funding, transfers, fees, and Health Care Fraud reimbursements. Also included for FY 2008 is a scorekeeping offset of $1.62B associated with the Crime Victims Fund, Working Capital Fund and the Assets Forfeiture Fund.
