Question -   It seems odd that some snakes are oviparous, and
others give birth alive.  What determines this difference?  It
would seem logical that all snakes would give birth in the same
manner, as mammals do.

Actually, all snakes do have eggs, the difference is that in some snakes the
eggs hatch inside the female and emerge that way, instead of her laying the
eggs first. As for why this is, last I heard scientists will still working
on a foundational answer to that question.
