FEC to Hold Public Hearing on Proposed Disclosure Requirements for Contributions Bundled by Lobbyists, Registrants and their PACs

WASHINGTON – The Federal Election Commission (FEC/the Commission) will conduct a public hearing on Wednesday, Sept. 17, as part of a proposed rulemaking on the disclosure of information about lobbyists, entities registered under the Lobbying Disclosure Act (referred to as registrants) and their Political Action Committees  (PACs) that bundle certain contributions.   

The proposed rules implement section 204 of the Honest Leadership and Open Government Act (HLOGA) enacted in September 2007.  HLOGA amended the Federal Election Campaign Act of 1971 by requiring certain political committees to disclose information about each lobbyist and registrant, and each political committee established or controlled by a lobbyist or registrant, that forwards, or is credited with raising, two or more bundled contributions totaling more than $15,000 during a specific time period.

The FEC approved a Notice of Proposed Rulemaking (NPRM) on Oct. 30, 2007, seeking comment from the public on proposed rules implementing new statutory provisions.  The NPRM, along with written comments submitted in response, can be found on the Commission's web site.

The hearing will take place at the Commission’s offices at 999 E Street N.W. in Washington, and will begin at 9:30 a.m.

The Federal Election Commission (FEC) is an independent regulatory agency that administers and enforces federal campaign finance laws. The FEC has jurisdiction over the financing of campaigns for the U.S. House, the U.S. Senate, the Presidency and the Vice Presidency. Established in 1975, the FEC is composed of six Commissioners who are nominated by the President and confirmed by the U.S. Senate.
