Formal Proceedings

Formal proceedings before the Commission are initiated either by private complaints or by order of the Commission.  In Commission-initiated proceedings, Bureau attorneys serve as prosecutors on behalf of the Commission with the responsibility of developing the information and evidence necessary for the Commission to reach an informed decision on the issues presented.  The Bureau may also intervene in private compliant proceedings where the issues presented are of particular importance to the Commission.

All Commission decisions and significant interim orders in formal proceedings since 1987 are published electronically.  Decisions issued prior to 1987 are published in bound volumes available in the Commission’s Public Reference/Law Library.
