Ted Kniker Brings Evaluation and PART Expertise to Treasury’s Federal Consulting Group

Washington, DC—Ted Kniker recently joined The Federal Consulting Group in the U.S. Department of the Treasury as an Executive Consultant specializing in program evaluation and performance measurement.

“We are thrilled to have Ted join our management staff,” said Anne Kelly, FCG CEO and Director. “Through his creativity and innovation, he has made exemplary contributions to improving government performance in his nearly 20 years of dedicated federal service.”

Prior to coming to FCG, Kniker was Chief for Evaluation and Performance Measurement for the U.S. Department of State’s Bureau of Educational and Cultural Affairs and Senior Advisor for Planning and Evaluation for Public Diplomacy. Under his leadership, the Bureau achieved the highest OMB Program Assessment Rating Tool (PART) scores in international affairs, his evaluation division was recognized by the OIG as a best practice, and he conceptualized and developed an online performance measurement system that links outcomes to resources and quantifies the impact of international exchange programs. Kniker was also recognized by President Bush for his contribution in budget and performance integration for the Department of State.

In his career, he also served as a Senior Academic Exchange Specialist at the former U.S. Information Agency, where he created an office to administer exchange programs for undergraduates, graduates, and faculty between the United States and the former Soviet Union. Several of these programs provided experiences for top leaders in these countries.

Kniker is a popular presenter on evaluation and was selected to the 2004 Board of Examiners for the Malcolm Baldrige National Quality Award.

Kniker holds a Bachelor’s Degree from Grinnell College in Political Science and a Master’s Degree in International Relations from George Washington University.
