This data set contains spatially gridded data identifying grid cell land surface elevations as either 1,200 feet and higher (value = 2) or below 1,200 feet (value = 1). The data set was created specifically for use in a geographic information system (GIS) application, named the Vermont Flow-Frequency Tool (Olson and others, 2002).

Purpose:
The Vermont Flow-Frequency Tool requires percent of a selected watershed that is at or above 1,200 feet, to solve regression equations to estimate flow frequency characteristics at ungaged, unregulated streams in Vermont. The flow-frequency characteristics for which estimating equations were developed are the magnitude of peak discharges at recurrence intervals of 2, 5, 10, 25, 50, 100, and 500 years and the magnitude of daily mean discharges exceeded 25, 50, and 75 percent of the time.

A raster dataset identifying cells above or below 1,200 feet was derived from digital elevation model (DEM) data, such as the National Elevation Dataset (NED) and USGS 10-meter DEMs where applicable. The NED was first projected to the Vermont State Plane Projection and clipped to the extent of the corresponding NHD 8-digit subbasin unit. The NED data was then converted to a point vector file. Elevation points are used as input into a surface interpolation program in workstation ARC/INFO, called TOPOGRID. TOPOGRID uses the elevation points along with 1:24,000 scale NHD streams (used as a drainage enforcement factor) to create a DEM with a 10-meter resolution. The TOPOGRID 10-meter DEM was also used in the development of the NHD Watershed Tool Support Datasets. Grid_1200ft was generated with the ARC/INFO GRID command, RECLASS. RECLASS uses the TOPOGRID DEM for input and assigns all grid cells greater than or equal to 1,200 feet to 2 and all others (less than 1,200 feet) to 1.
Grid_1200ft for use in the Vermont Flow-Frequency Tool, is tiled by major subbasin, and should reside in the corresponding subbasin workspace_ff directory (for example 01080101_ff). “For the purposes of describing the horizontal accuracy
of gridded digital elevation data, including NED, it is best to consider just
vertical accuracy as a descriptive statistic. Horizontal errors in the source
data contribute to the overall vertical error in the DEM. For example, consider the hypothetical case
in which all elevations in a DEM are correct but the entire DEM is shifted
horizontally from its true position. In this case, all the vertical error in
the DEM is present only because of horizontal error in the source data. In
reality, vertical error in the DEM is a combination of the horizontal error in
the source material and the vertical error introduced by the elevation
extraction and gridding processes.”

for statements of vertical accuracy for DEM data. Source DEM data is further
modified by re-interpolating the elevation points to a 10-meter resolution
using 1:24,000-scale NHD stream network vector files as a drainage enforcement
factor. The procedures in creating the hydrologic DEM are described at http://nhd.usgs.gov/watershed/watershed_tool_inst_TOC.html.
No assessment of the vertical accuracy has been made for the hydrologically
conditioned 10 meter DEMs; however, it is assumed that the vertical accuracy is
close to that of the source USGS DEMs.
