Component Resources — Advancing FEA PMO Strategic Initiatives

CORE.gov supports a component resource registry/repository where inter- and intra-agency user teams register processes, capabilities, case studies, best practices, documentation, and software that they have developed or modified together in a CORE.gov collaborative environment or at other government-sponsored organizations. Consistent with the 2005 - 2006 Federal Enterprise Architecture (FEA) Program Management Office (PMO) Action Plan. We focus on registering component resources that can be usefully shared or reused by two or more agencies; provide a good return on agencies IT investment portfolio; and align with the FEA Business, Service, Performance, and Technical Reference Models. CORE.gov encourages users to submit candidate components.

How to Register a Component?

The purpose of the application is to collect information about a component or service nominated for posting in the CORE.gov open registry/repository.


APPROVED COMPONENTS

Authentication Service Component (ASC)
The ASC is part of the E-Government component of the President's Management Agenda, established to simplify and unify the Government's management of online identities. It includes policy sub-components that establish standard levels of risk for applications, standard levels of assurance for credentialing services, and standard technical specifications for system interactions. It enables organizations to participate in a federation in which members can rely on each others' credentialing systems securely, enabling end user identity to be portable across Internet domains.

Buy Accessible Data Center
The Buy Accessible Data Center maintains a central repository of company provided E&IT accessibility information. The Data Center provides a simple interface for E&IT company representatives to register and manage information regarding the accessibility of products and services they provide to the federal government. Information maintained in the Data Center is currently made available to the Buy Accessible Wizard application via an Application Programming Interface (API). Government users of the Buy Accessible Wizard responsible for acquisition planning and the acquisition process access information in the Data Center in order to meet requirements for market research established in the FAR. The Data Center repository contains pointers to company web sites, company points of contact for accessibility, and other essential information required for thorough market research. The Buy Accessible Data Center is a web-based application that allows E&IT companies to register and manage information and references about their company and the accessibility of their E&IT products and services for government buyers.

Buy Accessible Glossary
The Buy Accessible glossary maintains a complete set of terms and definitions related to the federal acquisition process and the specific accessibility requirements under Section 508 Terms and definitions in the glossary have been vetted with appropriate stakeholders (including as the Access Board) to ensure accuracy and comprehensiveness. Glossary entries have been compared and harmonized for consistency with other federal glossaries, for example definitions established in the FAR. An alphabetic collection of terms (with their definitions) associated with federal procurement practice, acquisition policy, electronic and information technology, Section 508, and references to other specific laws and regulations.

Buy Accessible Wizard
Guides users through a structured process to ensure consideration of Section 508 requirements for any acquisition of Electronic and Information Technology. The output result is a Section 508 compliance 'audit trail' documenting the consideration process, stored in a local data base and available as a printed report. Local data base information may be queried through standard database access (SQL) by local agency database administrators to respond to any management questions or performance measures relating to Section 508 compliance issues. The Buy Accessible Wizard can be incorporated into any agency procurement system or may used as a stand alone application. The Buy Accessible Wizard is a web-based application that guides requiring officials and acquisition professionals in their efforts to comply with the requirements of section 508.

    Directory Lookup Web Service
    Web service component provides the using application an html form by which a user can specify lookup data, e.g., name, center, employer, etc. This can be done with as little as two lines of code. The using application can modify the form any way it wants using XSLT. Upon submit of the query form, with as little of 6 lines of code, the application requests of the web service to perform the directory lookup. The component abstracts the lookup functionality in its contract from the subscribing application such that changes in the directory, including location of server, query and display fields, are transparent to the using application.

    Electronic Subcontracting Reporting System (eSRS), Version 1.7

    Geospatial One-Stop Z39.50 Catalog Service Interface
    The Geospatial One-Stop e-government initiative operates a national clearinghouse of geospatial resources that are accessible through the geodata.gov portal. The comprehensive catalog of metadata descriptions of data and services can be accessed using clients that support the ANSI Z39.50:2003, ISO 23950:1998 Search and Retrieve protocol standard, and its “GEO” Profile Version 2.2. This subset of Z39.50 supports search on full-text, numeric, date, and coordinate attributes of metadata and returns text, HTML, and XML record syntax results.Commercial and open-source software clients to this protocol exist to integrate search of national geospatial resources into agency solution architectures.

    IAE Standard Vocabulary, Version 2.0
    The IAE Standard Vocabulary provides a standard usage definition for the Federal Acquisition community and enables reliable data interchange through XML interfaces.

    Information Mapping Conformance Testing Tool
    The component aims at providing an assurance that an implementation of a data exchange specification is correct from the mapping standpoint, i.e., mapping from the data exchange specification representation to its internal representation is correct, or the semantics between the two representations are matched. This component has two tools associated. The first, off-line, tool (Test Spec development tool) helps the users create test cases and the other provides a testing execution platform. The data exchange specification developer (typically domain expert who develops XML Schemas) uses the Test Spec development tool to create generic test materials for an exchange specification. An application vendor who would like to test for a conformance then uses the same tool to specify vendor specific data and populate test cases. The vendor then uploads those test cases to an on-line tool (Mapping testbed) to execute them against the application. The Mapping testbed executes the test cases using either ebXML or Web Services to communicate with the application under test.

    The federal Past Performance Information Retrieval System (PPIRS) is designed to provide access to information about contractors and their performance that may be used for source selection by government acquisition personnel.

    Pay.gov
    Pay.gov enables individuals and businesses to securely and easily send electronic payments to Federal Government agencies. Pay.gov's service allows you to pay by debit/credit card or to authorize an ACH debit of your savings or checking account. Pay.gov allows users to make one-time payments or to schedule recurring payments. Agencies can redirect end-users from their website to a collection page hosted by Pay.gov or they can send a batch file of collections for processing through Pay.gov using Pay.gov's secure batch interface.

    Pay.gov Billing Service
    Pay.gov's Billing and Notification service allows agencies to send out notifications of payment due. The notifications are sent to the user via email. If the bill has an associated payment, a link is included directing the user to the Pay.gov Billing page where the information can be reviewed and, if applicable, payment made.

    Pay.gov Form Service
    Pay.gov can host agency forms. The forms can be configured to mirror (to the extent practical) their paper counterparts, including OMB and agency control numbers, Paperwork Reduction Act and Privacy Act notices, agency logos, and instructions. Forms can be used to either gather information for administration purposes such as production reporting, or to initiate an associated collection, which can also be preformed by Pay.gov.

    Pay.gov Verification Service
    Pay.gov's Verification service enables agencies to authenticate potential customers of their site in "real time." The customer provides key pieces of information about themselves, the Verification Service references government and commercial databases to confirm the authenticity of the information provided. The Verification Service can be used merely as a verification engine for agencies to authenticate their customers or it can be used to control access to specific forms hosted by Pay.gov.

    Schematron Editor Tool
    This tool facilitates the creation of schematron rules. It allows the user to import schemas, drag and drop fields into the editor to generate XPATH expression, and parse the expression according to the XSLT syntax. The tool also provides several wizards that would help the user create rules without having to know all the XPATH and XSLT syntaxes. The user can also test executing the rule being created.

    The Office of Personnel Management's USAJOBS information service is a centralized database of employment opportunities. It is the official job site of the U.S. Federal Government. The database offers information on a wide variety of Federal employment-related topics and programs, current job openings (updated nightly), as well as providing application packages and downloadable forms.

    Wage Determination Online (WDOL), Version 2.0
    WDOL provides a single location for federal contracting officers to use in obtaining appropriate Service Contract Act (SCA) and Davis-Bacon Act (DBA) wage determinations (WDs) for each official contract action. The website is available to the general public as well. Guidance in selecting WDs from this website is provided in the WDOL.gov User’s Guide.

    XML Schema and Instance Validation
    This site hosts a number of XML parsing tools that can be used to remotely validate XML schema files against the W3C XML Schema standard, and XML data files against their corresponding XML schemas.

    XML Schema Quality of Design Tool
    It provides a facility to create and maintain executable version of the XML Schema Naming and Design Rules. The user can also group the rules according to a profile which can then be used to check against XML schemas for conformance to those design rules. The test results are stored for subsequent review. The tool can be used to governing a XML Schema repository.

    Criteria for Acceptance into CORE.gov

    Components and services proposed for inclusion in CORE.gov are evaluated for acceptance based upon the following criteria:

    • The component or service must be reusable, in that it can be incorporated (in the case of a developmental candidate, has the potential to be incorporated) into a new or existing system or capability, or by itself provide a service to a customer agency (e.g., the e-Payroll program offers a choice of three payroll services that are used directly by Federal agencies). Any licensing requirements or other restrictions must be clearly stated. For some types of components/services, an inter-agency Memorandum of Understanding may be needed.
    • The component or service must have the potential of providing, through reuse, significant value for the time invested in re-using the component or service.
    • The component or service must be mapped to the Federal Enterprise Architecture (FEA) Business Reference Model (BRM), Service Component Reference Model (SRM) and/or Technical Reference Model (TRM), depending upon the nature of the component or service, i.e., whether it is an online electronic business process, technical entity, etc.
    • Candidate production components or services must have been used in a production environment and their quality described by the owning agency on the CORE.gov application form.
    • Candidate components or services must have successfully completed the IT Security Certification and Accreditation (C&A) process or the status of completing the C&A process must be noted.
    • The CORE.gov application form for the candidate component or service must be filled in with all required fields. The information entered must be clear, understandable, and accurate.
    • The owning agency must agree to provide updates to the information about a component or service in CORE.gov within five business days of any change to the component or service.
