Federal Medical Assistance Percentages  (Website)

The Federal Medical Assistance Percentages (FMAPs) are used in determining the amount of Federal matching funds for State expenditures for assistance payments for certain social services, and State medical and medical insurance expenditures. The Social Security Act requires the Secretary of Health and Human Services to calculate and publish the FMAPs each year. For historical purposes, this web site lists recent FMAPs as well.

Federal Medical Assistance Percentages (FMAP), Fiscal Year 2008  (Report)

The Federal Medical Assistance Percentages and Enhanced Federal Medical Assistance Percentages are calculated pursuant to the Social Security Act (the Act). These percentages will be effective from October 1 through September 30 of the indicated year. The "Federal Medical Assistance Percentages" and "Enhanced Federal Medical Assistance Percentages" are used in determining the amount of Federal matching for State medical assistance (Medicaid) and State Children's Health Insurance Program (SCHIP) expenditures, and Foster Care Maintenance and Adoption Assistance payments. Figures are given for each of the 50 States, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands.

Medicaid-Financed Nursing Home Services: Characteristics of People Served and Their Patterns of Care, 2001-2002  (Report)

The goal of this study was to describe patterns of Medicaid nursing home utilization for each state and nationally. The authors address three specific research questions in this report: (1) What are the characteristics of people who use Medicaid nursing home services? (2) How do people who use Medicaid nursing home services become eligible for Medicaid? What proportion are long-time Medicaid enrollees entering a nursing home? What proportion are new enrollees? (3) How long do Medicaid-covered nursing home spells last and how often do individuals return to nursing homes? While addressing these questions, the authors also examine how state long-term care policies are associated with variation across states in patterns of nursing home utilization. [63 PDF pages]

Residential Care and Assisted Living Compendium: 2007  (Report)

This 2007 compendium describes regulatory provisions and Medicaid policy for residential care settings in all 50 states and the District of Columbia. It updates an earlier report completed in 2004. Information was collected between February and November 2007 by reviewing state websites and regulations, and calling key state contacts to verify information. Section 1 provides an overview of residential care and assisted living policy. Section 2 presents six tables, which compare states' policy in selected areas. Section 3 provides summaries of each state's regulations and policy for residential care settings, including assisted living facilities. [507 PDF pages]

The Effects of Welfare and IDA Program Rules on Asset Holdings of Low-Income Families  (Report)

This report examines the effects of a comprehensive set of 13 welfare, food stamp, individual development account (IDA), earned income tax credit (EITC), and minimum wage program rules on the asset holdings of low-education, single mothers and families. (Low-education was used as a proxy for low-income and address fluctuations in income over time.) More specifically, this original analysis of extant data examines the effects of varying asset limits across state TANF programs, treatment of different types of assets, and state efforts to encourage asset accumulation among TANF recipients.

A Profile of Medicaid Institutional and Community-Based Long-Term Care Service Use and Expenditures Among the Aged and Disabled Using MAX 2002  (Report)

In the analysis, the authors: compare expenditure and utilization-based measures of the balance of institutional and community-based long-term care services; examine Medicaid long-term care expenditures and utilization for two key groups of enrollees--young disabled enrollees and enrollees ages 65 and older; decompose community-based long-term care service expenditures by type of service; and summarize other Medicaid services used and costs incurred by long-term care users. TRIM3 Simulations of Full-Year Uninsured Children and their Eligibility of Medicaid and SCHIP  (Report)

This paper estimates the number of full-year uninsured children and the share of them eligible for Medicaid or SCHIP using the TRIM3 microsimulation model. This model applies detailed state-specific rules to determine which individuals represented in the Current Population Survey (CPS) are eligible for Medicaid and/or SCHIP. Other key aspects of the model are the correction for underreporting of Medicaid, SCHIP, and other public benefits in the CPS and the imputation of immigrant legal status. Corrections for underreporting involve simulating additional enrollees so that reported coverage on the CPS matches totals given in the program administrative data. Imputation for immigrant legal status is required because this information is not provided in the CPS but is required to estimate eligibility.

This section provides background information concerning the role that Medicaid HCBS waivers play in supporting people with I&DD, critical factors affecting state I&DD service systems that have spurred the implementation of supports waivers, and federal Medicaid policies that affect how states use Medicaid HCBS waivers. Overview of Supports Waivers. This section provides descriptive information about the supports waivers that are presently operating. Summary of Case Studies. This section synthesizes information gleaned from case studies of six states that operate supports waivers. Impact of Supports Waivers. This section presents observations about the impact that supports waivers appear to be having on the delivery of Medicaid waiver services to people with I&DD and identifies some of the issues that have emerged around the use of these waivers. State Supports Waiver Profiles. These profiles present detailed information about the supports waivers operated by the 17 states. Case Studies.
