Ryan White HIV/AIDS Program Meeting: Update: Preview the Agenda
The 2008 Ryan White HIV/AIDS Program Meeting will be held August 25-28, 2008 in Washington, DC.  Over 180 workshops will be conducted during the meeting.  The schedule of workshops, along with descriptions, is now available on the conference website.  Take a look and get a head start on selecting your workshops.

Dr. Parham Hopson Named Fellow of the American Academy of Nursing
Deborah Parham Hopson, PhD, MSPH, RN, Assistant Surgeon General and Associate Administrator of HRSA/HAB, has been selected as a Fellow of the American Academy of Nursing.  Being selected as an Academy Fellow recognizes contributions to nursing and health care and is achieved by fewer than one per cent of nurses nationally.  Dr. Parham Hopson joins more than 1,500 nursing leaders in education, management, practice, and research.
 
Latest Version of CAREWare
The latest version of CAREWare (build 360) is now available for download.  New features include: 1) a Service Rapid entry feature that allows users to enter multiple service records for one client or multiple clients without having to open up each client’s record; 2) a client merge function that helps users eliminate duplicate clients without having to re-enter data; and 3) calculated fields that allow users to select the last value (such as a lab test or service visit) from any provider in a CAREWare network.  Also new are a few more features and “tightened up” denominator criteria for the HAB performance measures.  Remember, you need to remove your old Business Tier before you can install the new one.  Just use your standard Add/Remove function in the Control Panel.

What’s Going on with the HIVQUAL Continuous Quality Program? 
HRSA/HAB provides funding through a cooperative agreement for training and technical assistance for quality improvement to Ryan White HIV/AIDS Program Part C and Part D grantees.  The National HIVQUAL Project provides individualized onsite technical assistance to build the capacity and capability among Part C and Part D grantees to sustain quality improvement.  Participation is encouraged, although it is not required.
 
Built upon a model of quality improvement consultation that was developed in New York State, the goal of HIVQUAL is to improve the quality of care delivered to persons living with HIV.  The model is based on several key principals:
 
Development of infrastructure for systematically initiating and overseeing quality initiatives;
Measurement of clinical indicators that are based upon clinical practice guidelines;
Use of aggregate data to evaluate performance;
Provision of onsite QI consultations and coaching;
Facilitated QI project development using multidisciplinary teams;
Integration of QI into ongoing planning and work;
Strong patient focus; and
Leadership commitment and involvement.
 
The Project offers, at no cost, HIVQUAL software designed to facilitate monitoring of clinical care.  This software includes indicators based on clinical practice guidelines developed by the New York State Department of Health AIDS Institute, its expert advisory committees, and the National HIVQUAL Clinical Advisory Committee.  The HIVQUAL software has the capacity to easily import and export data.  It offers a simple vehicle for the rapid generation of reports that monitor clinical performance for those patients entered into the database.  It will also analyze data for different subpopulation groups, including age, gender, viral load, race/ethnicity and exposure categories, CD4 count and clinic site.

New Faces of Ryan White on TARGET Center: CBDPP Grantees Featured
Check out profiles of three Community Based Dental Partnership Program (CBDPP) grantees posted on the TARGET center.  Grantees provide HIV dental care while simultaneously training dental professionals to expand community capacity to deliver HIV oral health care.  New planning and program resources contributed by CBDPP grantees are now available in the TARGET Center TA Library.
 
Kentucky
Serving an urban and rural area including over 30 counties covering the western and southern regions of the state, the University of Louisville's School of Dentistry uses straightforward methods to address needs: lots of driving; outreach to engage stigma-averse clients in care; provision of gas vouchers and volunteer drivers (provided by Part B coordinators); and collaboration with partner agencies to share in the workload and reduce distance barriers.  The University also opened a permanent oral health clinic in western Kentucky, overcoming a lack of space, loss of a lease due to razing of the office building, and a major flood.
 
Mississippi
One way to mainstream dental care into a community setting is to co-locate services.  The University of Mississippi Medical Center’s School of Dentistry takes this approach.  The Medical Center provides regular dental care at a multi-service AIDS service site.  University-based clinicians handle the tough cases and provide training.  In addition, the school of dental hygiene helps deliver basic care and trains dental hygiene students in providing care to HIV-infected clients.  Services are also promoted with agencies and providers at other sites across the state.
 
New Jersey
The University of Medicine and Dentistry of New Jersey created the first HIV-specific dental services for patients living in a seven-county area in Southern New Jersey that includes areas with high HIV caseloads.  Among the accomplishments of the New Jersey project is development of a Strategic Response Plan outlining their vision and a workplan for expanding access to dental care, covering the key desired outcomes in the areas of customers, financials, internal processes, and learning and growth.

HRSA Health IT Community and Adoption Toolbox Webinar: August 22, 2:00 pm ET
A webinar providing an overview of the HRSA Health IT Community and Health IT Adoption Toolbox will take place Friday, August 22, at 2:00 pm - 3:30 pm ET.  The HRSA Health IT Toolbox was funded by HRSA’s Office of Health Information Technology to support the adoption and use of health IT.  During this webinar, participants will be provided with a detailed overview of the various modules of the toolbox and the different resources that are available to people on the ground implementing clinical systems.  The presenters will also give an overview of the HRSA Health IT Community and the tools available to support health IT.

CDC Announces New HIV Incidence Estimates
The Centers for Disease Control and Prevention (CDC) announced that an estimated 56,300 HIV infections occurred in the United States in 2006.  This estimate differs from the Agency's previous estimate of 40,000 because CDC is now using a more precise method for estimating annual HIV incidence, which is the number of individuals who become newly infected with HIV in a given year.  The new estimate was published in a special HIV/AIDS issue of the “Journal of the American Medical Association,” released at the XVII International AIDS Conference in Mexico City.  To view a CDC press release on the new estimate.
