Dear Mr. Wilson:

As a result of enactment of the Information Technology Management Reform Act of 1996 (ITMRA), the General Services Administration (GSA) disestablished the Federal Information Resources Management Regulation (FIRMR). At 12:00 a.m., August 8, 1996, the FIRMR ceases to exist as a regulation. FIRMR provisions related to GSA's continuing authorities were moved to other regulations. All FIRMR Bulletins were canceled. Relevant information in selected bulletins may be moved to other documents at a later date.

Enclosure 1 to this letter identifies the FIRMR provisions that were retained and where they are relocated in the Federal Property Management Regulation (FPMR) and the Federal Acquisition Regulation (FAR). Most FIRMR provisions moved to the FPMR were transferred verbatim, but not all sections of a part or subpart were transferred. Some provisions moved to the FPMR were revised to reflect GSA program changes, such as in the Consolidated Local Telecommunications Program. FIRMR provisions moved to the FAR were changed to conform to FAR formatting and writing conventions. These actions are consistent with the recommendations of the FIRMR Transition Committee. This Committee was sponsored by the Chief Information Officers Working Group to make recommendations about the disposition of the FIRMR.

Also enclosed for your review are copies of the four interim rules relocating FIRMR provisions to the FPMR and the FAR. The telecommunications and records management FPMR rules were published in the Federal Register on August 7, 1996. The FPMR rule on the disposal of excess information technology resources and the FAR rule were published in the Federal Register on August 8, 1996. Copies of these rules are also available on the GSA IT Policy Home Page at http://www.gsa.gov/itpolicy.
