8.1 Purpose. 5 U.S.C. 5514 provides for recovery by departments and establishments of erroneous payments to, and other debt owed by employees of the United States by deductions from current salary. However, the procedures for salary offset under 5 U.S.C. 5514 (described in 370 DM 550) do not apply to any case where collection of a debt by salary offset is explicitly provided for or prohibited by another statute, for example, travel advances in 5 U.S.C. 5705 and employee training expenses in 5 U.S.C. 4108 (see 5 C.F.R. 550.1102 (a)(1)).
