2.1 Basic Organization Concept. The Minerals Management Service (MMS) is headquartered in the Washington, D.C., metropolitan area, with operational centers and support offices located throughout the United States (see attached organization chart).

2.2 Executive Direction. The Director is the Chief Executive Officer of the MMS. Except for certain advisory, planning, and information functions that support the Director in performing his/her public responsibilities, the MMS' responsibility is fixed through legislation and Secretarial assignments, orders and delegations. The Deputy Director is responsible to the Director in managing the activities of the MMS, and acts in the absence of the Director. The MMS programs are carried out by the Director, the Deputy Director, and four Associate Directors--one for each of the following areas: administration, budget, and finance; offshore activities--both prelease and postlease; policy and management improvement; and minerals revenue management functions. The Director is assisted by a Chief of Staff; three staff offices provide support to the Director, reporting through the Chief of Staff.

2.3 Administration, Budget, and Finance Functions. The Associate Director for Administration and Budget is responsible for budget and financial management, as well as all administrative activities of the MMS. The Associate Director is responsible for ensuring that MMS' management resources are used effectively in support of its delegated responsibilities. Administration of the budget and financial management functions includes development, presentation, and implementation of the MMS budget; direction of MMS’s financial management activities; and operation of its administrative accounting system. The administrative functions include employee development and counseling and EEO; information resources management functions such as data administration, computer security, FIPS resource acquisition management, telecommunications, and records management; personnel management; procurement, Federal Assistance management, and support services, including property management, space management, and general office services; management and organization analysis activities; safety; and personnel and physical security. Program implementation is carried out by five Divisions and two Administrative Service Centers.

2.4 Offshore Minerals Management Functions. The Associate Director for Offshore Minerals Management is responsible for all offshore activities which include resource evaluation, environmental review, leasing activities (including public liaison and planning functions), lease management, and inspection and enforcement programs under MMS' jurisdiction. Responsibility is shared with a Deputy Associate Director, and program implementation is carried out through seven Divisions and three line regional field organizations.

2.5 Policy and Management Improvement Functions. The Associate Director for Policy and Management Improvement is responsible for providing policy review and coordinated program and policy positions on all matters relating to the MMS; for providing MMS a review and assessment capability; for managing its strategic planning and quality improvement processes; and for evaluating MMS programs through economic and programmatic policy analyses. The Associate Director is also responsible for managing the Bureau's appeals activities, the alternative dispute resolution program, and the Bureau's regulatory and information collection programs. Program implementation is carried out by three Divisions.

2.6 Minerals Revenue Management Functions. The Associate Director for Minerals Revenue Management is responsible for the collection and distribution of all royalty payments, rentals, bonus payments, fines, penalties, and assessments, and other revenue due the Federal Government and Indian lessors (Tribal and allotted) as monies or royalties-in-kind from the extraction of mineral resources from Federal and Indian lands onshore and from the leasing and extraction of mineral resources on the Outer Continental Shelf. These responsibilities are shared with a Deputy Associate Director, and program implementation is carried out through three program organizations, with program support staff reporting directly to the Associate Directorate.
