4.1 The Office of Management and Administration, under the supervision and guidance of a Director, provides administrative support to all headquarters organizations and provides Bureau-wide administrative support in the areas of accounting, information resources management, and budget. The Office also develops policies, procedures, standards and systems required for managing these and other Bureau-wide administrative functions, such as personnel, property, safety, and contracting effectively and efficiently. The Director serves as the Chief Financial Officer of the Bureau.

4.2 Central Office West, is headed by a Deputy Director who reports to the Director. The Deputy serves as the Chief Information Officer and as one of the Deputy Chief Financial Officers. The Deputy provides supervision and direction to those headquarters divisions of the Office of Management and Administration which are located in Albuquerque, New Mexico.

A. The Division of Accounting Management is headed by a division chief who reports to the Deputy Director. The Division is responsible for providing guidance, technical support, and advisory services; developing Bureau-wide policies, procedures, and systems; and reporting for fiscal operations, financial and accounting management.

B. The Division of Information Resources Management (IRM) is headed by a division chief who reports to the Deputy Director. The Division is responsible for developing and implementing Bureau-wide technology solutions and provides professional leadership in the areas of IRM strategic planning, policy guidance, program direction, IRM security, telecommunications, standards, technical assistance, program review and evaluation, and oversight for the Bureau's information technology functions.

C. The Division of Safety and Risk Management is headed by a division chief who reports to the Deputy Director. The Division provides professional and technical leadership, guidance and assistance in managing and administering Bureau-wide safety, occupational health, tort and employee claims, and special operator licensing programs. The Division also administers Indian Highway Safety Program grants which are funded by the Department of Transportation. Division employees inspect and evaluate Bureau-controlled facilities or equipment for safety and health hazardous conditions and determine required actions.

4.3 Central Office East is headed by a Deputy Director who reports to the Director. The Deputy serves as the other Deputy Chief Financial Officer. The Deputy provides supervision and direction to those headquarters divisions of the Office of Management and Administration which are located in Washington, DC.

A. The Division of Acquisition and Property Management is headed by a division chief who reports to the Deputy Director. The Division provides professional and technical leadership for commercial contracting, including awards under the Buy Indian Act. The Division is also responsible for the development of policies, guidance, and technical assistance required to manage real and personal property owned or leased by the Bureau.

B. The Division of Administrative Services is headed by a division chief who reports to the Deputy Director. The Division is responsible for providing support services to all Washington, DC, offices in the areas of fiscal services, records management, and telecommunications. Staff within the Division also develop personnel policies and procedures and provide liaison services between the Washington offices and the servicing personnel staff which is external to the Bureau of Indian Affairs.

C. The Division of Budget Management is headed by a division chief who reports to the Deputy Director. The Division provides professional and technical leadership and assistance in the development of the Bureau's annual budget requests, justifications and presentation to the Congress; ensures that budgets are executed in accordance with governing laws and regulations and are based on established procedures for administrative control of funds. Division staff closely coordinate work with appropriate Bureau and Departmental Offices, as well as with staff of the Office of Management and Budget and of the Committees on Appropriations.

D. The Division of Policy and Planning is headed by a division chief who reports to the Deputy Director. The Division is responsible for coordinating the development of the Bureau's Strategic Plan and the required annual performance plans. The Division develops reporting systems to monitor progress in meeting goals and objectives and prepares all required external reports associated with the Government Performance and Results Act. The Division staff also fulfill responsibilities associated with collection of information from the public, ensuring timely, accurate responses to requests submitted under the Freedom of Information Act, submission of documents for publication in the Federal Register, and for maintaining a system of internal Bureau directives.
