10.1 Interior Service Center. The Interior Service Center (ISC) provides numerous administrative and technical operational services for the Office of the Secretary and other organizations wishing to utilize the ISC, including every Interior bureau and office organizations outside of the Department. The ISC is an entrepreneurial organization, seeking to provide optimal quality services at competitive prices.

10.2 Organizational Philosophy. The ISC strives to provide excellent services and products to its customers, under the following commitments: a customer will be treated in a courteous and professional manner by knowledgeable employees every time; customers will receive accurate information and quality products and services; customers will receive services and products within agreed-upon time frames; and policies, procedures, and prices will be clear and understandable.

10.3 Organization. The Director of the ISC reports to the Director of Administration/Senior Procurement Executive and is also provided advice and counsel from customer advisory boards. Services are organized into six Lines of Business: Acquisition, Property and Transportation Services; Communication and Information Systems and Services; Facilities Management and Services; Financial Management Services; Specialized Employee Services; and Training and Development. The attached organization chart shows the structure for the entire ISC. The six business lines are described below.

A. Acquisition and Property Services: Services provided include the following: purchase cards, blanket purchase agreements, purchasing and contracts; and property accountability, shipping and receiving, warehousing and furniture repair services.

B. Communication and Information Systems and Services: Services provided include the following: photography, high speed photocopying, graphics and audio/visual/special communications services; information systems support and information technology center services; library services; mail services; telephonic systems and services; physical records management; Office of the Secretary Freedom of Information and Privacy Act operations; and Policy, Management and Budget correspondence management.

C. Facilities Management and Services: Services provided include operating, maintaining and managing the Main Interior and South Interior Buildings, including architectural, alteration and design services and preventive maintenance services. This business line also provides for security and employee safety; custodial, recycling, and concessions management services; employee ID badges, parking and ridesharing and locksmith services; fleet and motor pool management; conference and auditorium scheduling and special event coordination; and museum operations.

D. Financial Management Services: Financial Management Services, led by a Finance Officer, include the following: accounts payable; billings and collections services; financial guidance; travel cards, travel accounting, travel services and employee relocation services; and preparation of annual financial statements and other external reports.

E. Specialized Employee Services: Services provided include the following: background investigations, fingerprinting, drug and alcohol testing, ethics (financial disclosure reporting), occupational safety, workers' compensation, special retirements and medical surveillance physicals.

F. Training and Development: Services provided include the following: delivering basic skills training within the Department; providing operational support to the Office of Personnel Policy for the Senior Executive Service Candidate Development Program, the Team Leadership Program and the Career Transition Program; coordinating several external training programs with Departmentwide impact; and offering reengineering training throughout the Department.
