Chapter 1: Office of the Assistant Secretary--PMB and Chief Financial Officer

1.1 General. The Assistant Secretary - Policy, Management and Budget (PMB) and Chief Financial Officer (CFO) discharges the authority of the Secretary for all phases of management, budget and other administrative activities and serves as the principal policy advisor to the Secretary. (See 109 DM 4 for a description of the responsibilities of the Assistant Secretary - PMB.)

1.2 Organization. The Assistant Secretary is assisted in carrying out the responsibilities for policy, management and budget programs by the officials listed below. An organization chart is attached.

A. The Deputy Assistant Secretary - Policy and International Affairs, who supervises the Office of Environmental Policy and Compliance, the Office of Insular Affairs, the Office of Managing Risk and Public Safety, and the Office of Policy Analysis.

B. The Deputy Assistant Secretary - Human Resources, who supervises the Office of National Service and Educational Partnerships, the Office of Personnel Policy, and the Ethics Staff. The Deputy Assistant Secretary - Human Resources is the designated official for drug and alcohol policy and approves testing designated positions under the Drug-free Workplace program.

C. The Deputy Assistant Secretary - Workforce Diversity, who supervises the Office for Equal Opportunity.

D. The Deputy Assistant Secretary - Budget and Finance, who supervises the Office of Budget, the Office of Financial Management, the Office of Planning and Performance Management, and the Director of Administration/Senior Procurement Executive. The Director of Administration supervises the Office of Acquisition and Property Management, the Office of Aircraft Services and the Interior Service Center.

E. The Chief Information Officer and Director, Office of Information Resources Management, who reports to the Secretary of the Interior and receives administrative guidance and support from the Assistant Secretary - Policy, Management and Budget.

F. The Director, Office of Hearings and Appeals, who reports to the Deputy Assistant Secretary - Policy and International Affairs for administrative matters only.

G. The Director, Office of Small and Disadvantaged Business Utilization, who reports to the Deputy Assistant Secretary - Budget and Finance for administrative matters only.

H. The Deputy Chief Financial Officer, who assists the Chief Financial Officer and acts in his/her absence in carrying out activities under the Chief Financial Officers Act. (This is not a separate organization. The Director, Office of Financial Management is also the Deputy Chief Financial Officer).
