6.1 Director, Program Analysis (Denver) is responsible for performing analyses of Reclamation-wide resource management issues, policies, and related matters; developing, formulating, and evaluating the implementation of resource management policies, standards, regulations, and guidance affecting Reclamation's mission objectives; formulating new initiatives and programs; and providing liaison with the Department, other agencies, and outside groups.

6.2 Environmental and Planning Coordination (Denver) serves as principal advisor to the Director, Program Analysis in the area of environmental compliance and resources planning to include National Environmental Policy Act, Endangered Species Act, Fish and Wildlife Coordination Act, Clean Water Act, Clean Air Act, and related environmental legislation, rules, and regulations. Assists the RSC and regional and area offices in the conduct of resource investigations; develops and recommends environmental guidelines and standards for Reclamation; establishes liaison with other Federal agencies, State and local governments, universities, and public and special interest groups; and provides guidance to environmental personnel located in various Reclamation offices in the development and support of environmental compliance and resources planning activities.

6.3 Water, Land, and Cultural Resources (Denver) is responsible for conducting and/or coordinating policy analyses and developing related guidance on water conservation, water marketing, wastewater reuse, land and real property resources, cultural resources, historical activities, storm drainage, resource management plans, fish and wildlife management activities, recreation, concessions, law enforcement, information systems, policy/guidance sunsetting activities, and related subjects.

6.4 Facilities and Operations Support (Denver) is responsible for conducting and/or coordinating policy analyses and developing related guidance on operation and maintenance (O&M) practices for all facilities; Standing Operating Procedures/Emergency Action Plans coordination; Life Safety Code deficiencies/remediation; emergency management; maintenance management; Facility Instructions, Standards, and Techniques (FIST) manuals; O&M program performance optimization; related training and workshops; the sunsetting of policy/guidance in these areas; and related subjects.

6.5 Reclamation Law, Contracts and Repayment (Denver) is responsible for conducting and/or coordinating policy analyses and developing related guidance on administration of the Reclamation Reform Act, contracts and repayment, cost recovery, revenue management and enhancement, and related subjects.

6.6 Power Resources (Denver) serves as the principal staff office for the formulation, coordination, and oversight of Reclamation's power program. Coordinates development of the agency's power program standards, policies, objectives, and goals, and serves as the principal office for liaison and coordination of Reclamation's power activities among Federal agencies and the power utility community.

6.7 Program Analysis - Washington Liaison & Support (Washington, D.C.) is the principal point of contact for the Program Analysis Office in Washington, D.C. on issues associated with analysis of Reclamation-wide resource management; provides staff support to the Commissioner and other Washington offices; and serves as principal representative for Reclamation policy at interagency and Departmental meetings, workshops, and conferences at the headquarters level.
