4.1 Director, Policy and External Affairs (Washington, D.C.) is responsible for advising and representing the Commissioner in all areas of resources policies and external relations, and ensuring that such policies are consistent with those of the Administration. Functions supervised include issue analysis, international affairs, public information, and Congressional liaison.
4.2 Issue Managers (Washington, D.C.) are responsible for providing policy support to the Commissioner, analyzing, researching, reviewing, and managing issues related to Reclamation programs, and ensuring that the policies and activities are consistent with those of the Administration. Provide evaluative and legislative analyses of proposed policies and policy changes for the Commissioner.
4.3 Chief, International Affairs Group (Washington, D.C.) is responsible for the development and administration of reimbursable international technical assistance programs. Serves as liaison with the Department, other Federal agencies, international organizations, lending institutions, and private sector entities. Coordinates the participation of Reclamation employees as expert advisors in foreign, territorial, and insular water resource management and utilization projects.
4.4 Chief, Public Affairs Group (Washington, D.C.) is the principal staff officer responsible for the management of Reclamation's public information program, including supporting the formulation and articulation of policy and the execution of media relations, audiovisual, and publications programs.
4.5 Chief, Congressional and Legislative Affairs Group (Washington, D.C.) is the principal staff officer for establishing and maintaining effective Congressional liaison and coordinating legislative activities.
