Chapter 1: General Program Policies

1.1 Purpose. This Chapter sets forth the policies, procedures and companion forms to be used by Departmental personnel for the management, operation and maintenance of all motor vehicles and equipment held by the Department.

1.2 Authority.

A. General Services Administration. The Federal Property and Administrative Services Act of 1949, as amended, authorizes the Administrator of General Services to prescribe Governmentwide policies and methods of supply of personal property and non-personal services. The Administrator has established the AFederal Property Management Regulations@ (FPMR) which are developed in cooperation with all civilian agencies and are published in the Federal Register and codified in the Code of Federal Regulations as 41 CFR Chapter 101, Federal Property Management Regulations. The FPMR has been accepted by the Department for mandatory use by all of its bureaus and offices.

B. Department.

(1) The authority to issue regulations necessary to carry out the provisions of the FPMR is vested in the Secretary pursuant to 5 U.S.C. 301 and 40 U.S.C. 486(c).

(2) The authority to issue amendments of and additions to the material in the Code of Federal Regulations has been delegated to the Assistant Secretary - Policy, Budget and Administration under 209 DM 4.1A.

(3) The Departmental Motor Vehicle Handbook, issued with this chapter, provides detailed program requirements and procedures for management of motor vehicles throughout the Department. The Office of Acquisition and Property Management (PAM) is responsible for ensuring that the Handbook is current, and for preparing any necessary revisions. Such revisions may be issued over the signature of the Director, PAM. Copies of the Handbook and its revisions will be available from the Office of Acquisition and Property Management.

1.3 Responsibilities.

A. The Director, PAM, shall:

(1) Establish necessary policies, standards, procedures, and guidance to the bureaus and offices concerning the acquisition, use, maintenance, disposition and reporting of motor vehicles, and motor equipment.

(2) Serve as the focal point for all issues requiring coordination with the GSA.

(3) Establish necessary reporting procedures to evaluate the efficiency and economy of the Department=s motor vehicle operation and equipment program.
