Michael Ryan
Vice President Administration and Finance

 Michael Ryan is MCC's Vice President for Administration and Finance.  He is responsible for the management of the Corporation's human, financial and information resources.

Mr. Ryan has had a distinguished career in public service for more than 25 years.  Prior to joining MCC, he served as Deputy Chief Financial Officer of the U. S. Environmental Protection Agency from 2000 to 2006.  In that position he managed EPA's strategic planning, budgeting, financial management, performance measurement, analysis, and accountability functions.  He first joined EPA as Comptroller in 1997, with responsibility for budget formulation and execution as well as all aspects of financial management policy and operations.

Mr. Ryan served as Acting Deputy Assistant Secretary for International Narcotics and Law Enforcement Affairs, and as Executive Director/Controller of the Bureau for International Narcotics and Law Enforcement Affairs in the U.S. Department of State.  Mr. Ryan also served in other senior-level positions prior to 1991, including Deputy Director of the Plans Directorate in the Defense Security Assistance Agency.  Mr. Ryan joined the Federal government in 1979 as a Middle East analyst for the Department of Defense.  Prior to that time, he taught mathematics in the Baltimore City Public Schools.

In 1981, Mr. Ryan earned a Ph.D. from the Department of Near Eastern Languages and Civilizations at Harvard University.  During his graduate study, he spent three years conducting research in Egypt under Fulbright, Smithsonian, and Center for Arabic Study Abroad fellowships.
He received his undergraduate degree from St. John's College in Annapolis, Maryland.
