Selection Criteria

For a country to be selected as eligible for an MCC assistance program, it must demonstrate a commitment to policies that promote political and economic freedom, investments in education and health, control of corruption, and respect for civil liberties and the rule of law as measured by 17 different policy indicators.

Process for Country Selection

The MCC established a four-step process to select countries for aid:

  1. Identify candidate countries.
  2. Publish selection criteria and methodology for country selection and accept public comment.
  3. Issue candidate country Scorecards.
  4. Select countries eligible for MCC program assistance.
