Border Technology Exchange Program (BTEP)

The Border Technology Exchange Program (BTEP) was created in 1994 by the FHWA Office of International Programs (OIP) to provide opportunities for technology and information exchange that facilitates the safe, efficient and secure movement of people and goods between the U.S. Border States and their counterparts in Mexico.

There are currently six technology transfer centers hosted by universities in each of the Mexican states that border the U.S. These include:

  • Arizona- Sonora
  • New Mexico- Chihuahua
  • California- Baja California
  • Texas- Tamaulipas, Chihuahua, Nuevo Leon, and Coahuila

The BTEP provides opportunities for sharing information and technology among the U.S. Border States/Provinces and their counterparts in Mexico. BTEP is a flexible program designed to meet the unique institutional and technical needs of States along the borders and to "fill the gap" in terms of assisting States where there are unmet needs.

The program seeks to:

  • Create a permanent technology and information exchange process.
  • Improve transportation systems along the border region.
  • Strengthen professional and cultural understanding.
  • Improve professional and technical skills.
