Ms. Heffner is the Director of the Interagency Management Division, in the Office of
Governmentwide Policy, General Services Administration. Ms. Heffner oversees the management
of several Senior Level Interagency Councils, including the Chief Financial Officers Council,
the Chief Information Officers Council, the Procurement Executives Council and the Information
Technology Resources Board. Ms. Heffner also serves as the Treasurer for the Chief Information
Officers Council and oversees the funding distribution for all of the Councils, provides policy
guidance on SmartBuy and Software Asset Management and oversees GSA’s electronic records management
program. Ms. Heffner began her career in public service in 1983 as a budget analyst for the Department
of Defense and later for the Department of Navy. She joined the General Services Administration,
Information Resource Management Service (Now the Office of Governmentwide Policy, Office of Information
Technology and E-Government) in 1991 as an IRM Review Specialist, and later managed the Chief
Information Officers Council until December 2000.
Ms. Heffner graduated from the University of Maryland College Park in 1983 with a BS
in Marketing and Finance. In 1991, she received her Masters of General Administration
in Management Information Systems from the University of Maryland University College.
Ms. Heffner resides in Gaithersburg, Maryland with her husband and sons, Jason and Bryan
