Continued Forebearance on Loans Affected
by Hurricanes Katrina and Rita
Purpose: This circular requests continued forbearance for VA home loan borrowers affected by the enormity of Hurricanes Katrina and Rita. This change clarifies that VA will consider all appropriate forbearance to be VA-requested for purposes of determining whether or not VA will specify an amount for credit in connection with a termination sale, thereby giving the holder an option to convey property to VA.

Subterranean Termite Treatment Builder's
Certification and Guarantee
Purpose: The purpose of this circular is to reaffirm to all VA Loan Guaranty program participants that VA requirements for the builder's warranty against termite infestation in new homes are the same as outlined in the Department of Housing and Urban Development (HUD) Mortgagee Letter 99-3. Builders must continue to warrant against termite infestation in new homes for 1 year, a period of time that is in line with the terms of the other warranties provided by builders.

Computer Based Training for Appraisal Field
Reviews
Purpose: Loan Guaranty Service has produced a new computer-based training course for Construction & Valuation (C&V) field appraisers. Its purpose is to provide staff with uniform procedures and acceptable practices for VA appraisal field reviews. In December 2004, this auto-run CD program entitled "Field Appraisal Review" was distributed to the VA Regional Loan Centers as well as Honolulu and San Juan Regional Offices for use by their C&V staff. This circular contains information and instructions for use on this training course.
