I am writing with reference to the enclosed letter of November 4, 2003 from Mr. Bernard Langan regarding his complaint against Summit Bank and its successor Fleet Bank with respect to alleged violations of antitying and other banking laws and regulations and federal securities laws with respect to a real estate construction loan, derivative product, and T-Rate locks.

 

Please look into this matter and advise us of your findings by close of business on Monday, December 29, 2003. Thank you for your cooperation and attention to this matter. I am sharing this information with Chairman Oxley and Ranking Member Frank of the Committee on Financial Services, which has jurisdiction over banks and banking and securities and exchanges, for any action they deem appropriate.
