Dear Chairman Greenspan, Mr. Hawke, and Chairman Donaldson:

I am writing with reference to the letter dated October 8, 2003, and enclosure from Mr. Ramkrishna S. Tare regarding his complaint against FleetBoston Financial Corporation alleging violations of antitying and other banking laws and regulations and federal securities laws and NASD regulations. Particularly troubling, if true, are the allegations regarding the destruction of documents related to alleged illegal acts and failure of bank regulators to take any action when this was brought to their attention.

Please look into this matter and advise us of your findings by close of business on Wednesday, November 19, 2003. Thank you for your cooperation and attention to this matter.

I am sharing this information with Chairman Oxley and Ranking Member Frank of the Committee on Financial Services, which has jurisdiction over banks and banking and securities and exchanges, for any action they deem appropriate.
