In June 2001, the Committee on Government Reform obtained a copy of a Pentagon report critical of the national missile defense testing program. The report, compiled by Philip Coyle, former Director of Operational Test and Evaluation in the Defense Department, reveals severe deficiencies in the Pentagon’s plan to test missile defenses.
Reps. Waxman and Tierney ask the Defense Department to explain the decision to retroactively classify 50 specific recommendations, set forth by independent Pentagon evaluators, that are highly critical of the national missile defense system testing program.
In a report prepared for Reps. Waxman and Tierney, GAO assesses what is known about the effectiveness of the missile defense system and how the Defense Department's Missile Defense Agency has addressed the Director, Operational Test and Evaluation recommendations on the missile defense testing program.
At the request of Rep. John Tierney, the Special Investigations Division analyzed the Coyle Report.
The Pentagon refused to deliver the Coyle Report to Congress for over eight months. Rep. John F. Tierney and other members made numerous requests to make public the findings of the report.
