H.R. 3162, the “Children’s Health and Medicare Protection Act of 2007”, was considered.

The following actions were taken:

A Motion to Postpone Consideration offered by Mr. Barton, “That the Committee on Energy and Commerce will now postpone consideration of H.R. 3162, to amend titles XVIII, XIX, and XXI of the Social Security Act to extend and improve the children’s health insurance program, to improve beneficiary protections under the Medicare, Medicaid, and the CHIP program, and for other purposes until Wednesday, August 1, 2007, at 10:00 a.m.”, was defeated by a yea-nay vote: 21 – 31.

Mr. Dingell asked unanimous consent to dispense with the first reading of H.R. 3162. Objection was heard.

H.R. 3162 was read to Title II, page 100, line 8, at “(C) Diabetes”.

A Motion by Mr. Pallone, pursuant to rule XI, clause 1, of the Rules of the House, to dispense with the first reading of the bill, was adopted by a yea-nay vote: 31 – 13.

Mr. Dingell asked unanimous consent request to dispense with the second reading of H.R. 3162. Objection was heard.

H.R. 3162 was read to page 3, “Sec. 235. Office of the Inspector General report … appropriate services”.

Mr. Waxman asked unanimous consent that H.R. 3162 be considered as read and that the Committee consider the bill title by title. No Objection.

An Amendment in the Nature of a Substitute by Mr. Barton, # 1, was offered.

Mr. Dingell asked unanimous consent to dispense with the reading of the Barton Amendment in the Nature of a Substitute, # 1. Objection was heard.

The Barton Amendment in the Nature of a Substitute, # 1, was read to page 70, line 8, at “(2) SPECIFIC TOPICS TO BE REVIEWED.”.

 

The Committee adjourned until Friday, July 27, 2007, at 10:00 a.m.
