Committee Leaders Launch CFIUS Investigation

Reported Hacking by Chinese Military Raises National Security Concerns Regarding 3Com-Huawei Tech Merger

Washington, DC – Rep. John D. Dingell (D-MI), Chairman of the Committee on Energy and Commerce, and Committee leaders Reps. Bobby L. Rush (D-IL), Joe Barton (R-TX), and Ed Whitfield (R-KY.), today wrote to Treasury Secretary Henry Paulson requesting information about the Committee on Foreign Investment in the United States’ (CFIUS) review of the pending acquisition of 3Com Corporation by Huawei Technologies of China and its U.S. partner, Bain Capital, LLC.

3Com Corporation manufactures network infrastructure components, including firewall technologies, which it supplies to the Pentagon. Huawei Technologies sells similar products, but is alleged to have close ties to the Chinese military. Dingell, Rush, Barton, and Whitfield raise concerns in their letter to Secretary Paulson about this merger’s effect on U.S. national security in light of reports that the Chinese military hacked into the Pentagon’s computer network in 2007.

The letter requests that the Department of the Treasury provide a non-public briefing to Energy and Commerce Committee staff no later than February 28, 2008, to answer specific questions related to the CFIUS review of the 3Com-Huawei transaction and its potential effect on U.S. national security.
