ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair would be limited to ten per side of the aisle.

11:04 A.M. -
The Speaker laid before the House a message from the President transmitting the proposed Agreement for Cooperation Between the Government of the United States of America and the Government of India Concerning Peaceful usesof Nuclear Energy and ordered to be printed (H. Doc. 110-146).

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had the honor to transmit a sealed envelope receieved from the White House on September 10, 2008, at 8:23 p.m. and said the contain a message from the President whereby he transmits the proposed Agreement for Cooperation Between the Government of the United States of America and the Government of India Concerning Peaceful Uses of Nuclear Energy.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Poe to lead the Members in reciting the Pledge of Allegiance to the Flag.

11:03 A.M. -
POSTPONED PROCEEDINGS - The Chair announced that she had examined the Journal of the last day's proceedings and had approved it. Mr. Wilson of South Carolina demanded that the question be put on agreeing to the approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Wilson of South Carolina objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of agreeing to the approval of the Journal until later in the legislative day. The point of no quorum was considered as withdrawn.

11:01 A.M. -
Today's prayer was offered by the House Chaplain, Rev. Daniel Coughlin.

11:00 A.M. -
The Speaker designated the Honorable Ellen O. Tauscher to act as Speaker pro tempore for today.
