On January 28, 2008, H.R. 4986, the National Defense Authorization Act for Fiscal Year 2008, became public law. The legislation included a number of provisions which passed the House as part of H.R. 1362, the Accountability in Contracting Act, by a vote of 347 to 73. Those provisions include requirements for the public disclosure of justifications for no-bid contracts and the disclosure of contractor overcharges. The Defense Authorization bill also included a provision to increase funding for the acquisition workforce at the Department of Defense similar to a provision in H.R. 1362 as introduced; a provision to enhance whistleblower protections for employees of DOD contractors, similar to a provision included in H.R. 985, the Whistleblower Protection Act, which passed the House by a vote of 331 to 94; and a provision to limit the use of monopoly contracts, similar to a provision introduced by Chairman Waxman in the 109th Congress in H.R. 6069, the Clean Contracting Act.
