H.R. 6, the Energy Independence and Security Act of 2007, introduced by Rep Nick J. Rahall II on January 12, 2007, incorporated some provisions from H.R. 3221 the New Direction for Energy Independence, National Security. H.R. 3221 included various legislative initiatives for energy independence and reducing global warming, including H.R. 2635, the Carbon-Neutral Government Act of 2007, introduced by Rep. Henry A. Waxman on June 7, 2007. The Carbon-Neutral Government Act is designed to reduce the emissions of the federal government, currently the largest energy consumer in the United States. On August 4, 2007, the House passed H.R. 3221 by a vote of 241-172. On December 18, the House passed H.R. 6, and it was signed by the President on December 19, 2007 and became Public Law No: 110-140.
