H.R. 3221, the New Direction for Energy Independence, National Security, and Consumer Protection Act, was introduced by Rep. Nancy Pelosi on July 30, 2007. H.R. 3221 incorporates various legislative initiatives for energy independence and reducing global warming, including H.R. 2635, the Carbon-Neutral Government Act of 2007, introduced by Rep. Henry A. Waxman on June 7, 2007. The Carbon-Neutral Government Act is designed to reduce the emissions of the federal government, currently the largest energy consumer in the United States. On August 4, 2007, the House passed H.R. 3221 by a vote of 241-172. On December 18, the House passed H.R. 6, the Energy Independence and Security Act which contained a few provisions of H.R. 3221. H.R. 6 was signed by the President on December 19, 2008 and became Public Law No: 110-140.
