FULL COMMITTEE ACTION

H.R. ____ , "Energy Policy Act of 2005", was considered. Title II and an amendment were pending when the Committee adjourned.

The following amendments were offered:

Under unanimous consent, an en bloc amendment to various titles of the bill by Mr. Barton, #1, to strike sections 141, 142, 143, 144, 146, 148, 328, 329, 332, 348, 349, 351, 353, 356, 758, 910, 912, 914, 915, 924, 925, 926, 927, 928, 952, 969, 1411, and 1412, was adopted by a voice vote.

Title I - Energy Efficiency

An amendment by Ms. DeGette, #2, re: holding the legislative branch to the same acquisiton requirements as all other federal agencies regarding energy-using products, systems, or designs that meet or exceed the energy efficiency standards established by the Energy Star program of the Environmental Protection Agency (EPA) and the Department of Energy (DOE), was adopted by a voice vote;

An amendment by Mr. Deal, #3, re: ceiling fan standards, was adopted by a yea-nay vote: 27 - 19;

An amendment by Mr. Bass, #4, re: inclusion of purchase of renewable fuels to carry out Low-Income Home Energy Assistance Act of 1981 (LIHEAP), was adopted by a voice vote;

An amendment by Mr. Markey, #5, re: sunset of the preemption of state appliance efficiency standards for any new or revised appliance standard if the Department of Energy is more than three years behind Congressionally-mandated deadline for issuance of the standard, was adopted by a voice vote;

An amendment by Mr. Upton, #6, re: amending the Uniform Time Act of 1966 to adjust daylight savings time so that it begins on the first Sunday in March and ends on the last Sunday in November and requiring a report to Congress on the impact on energy consumption of this change, was adopted by a voice vote;

An amendment by Mr. Waxman, #7, re: requiring that appropriate Federal departments and agencies, as identified by the President, propose and finalize voluntary, regulatory, and other actions sufficient to reduce the demand for oil in the United States by at least 1 million barrels per day from projected demand for oil in 2013, was defeated by a yea-nay vote: 12 - 39;

An amendment by Messrs. Green and Pickering, #8, re: lowering the LIHEAP funding formula "trigger" from $1.975 billion to $1 billion, was defeated by a yea-nay vote: 22 - 30;

An amendment by Mr. Rush, #9, re: increasing the authorized funds for LIHEAP and the Weatherization Assistance Program by approximately $200 million a year and raising the eligibility threshold for the Weatherization Assistance Program to match that of LIHEAP, was adopted by a yea-nay vote: 35 - 13;

Title II - Renewable Energy

An amendment by Mr. Terry and Ms. Baldwin, #10, re: livestock methane, was defeated by a yea-nay vote: 22 - 23;

An amendment by Mr. Inslee, #11, re: use of photovoltaic energy in public buildings - authorizing the Secretary of Energy to set up a purchasing program for voltaic solar systems in new and existing public buildings, was adopted by a voice vote;

An amendment by Mr. Dingell, #12, re: hydroelectric energy relicensing reform - providing flexibility in the licensing process, while preserving environmental, fish, and wildlife protections and allowing any party to a licensing proceeding to propose an alternative, was pending when the Committee adjourned.
