H.R. 2048, "Motor Vehicle Owners' Right to Repair Act of 2005", was forwarded to the full Committee, amended, by a yea-nay vote: 14 - 13.

The following amendments were offered:

An amendment offered by Mr. Barton, #1, Manager's Amendment, was adopted by a voice vote;

An amendment offered by Mr. Terry, #2, requiring a Government Accountability Office study on the accessibility of repair information, was adopted, by a voice vote;

An amendment to the Terry amendment offered by Mr. Bass, #2A, to direct the Federal Trade Commission not to enforce any provision of the Act if the Comptroller General determines in the required study that no substantial problem exists regarding the accessibility of automobile repair information to independent repair facilities, was withdrawn.
