A Year After Texas' Abortion Law Was Signed, What's Changed, and What's Coming

It's been one year since Gov. Perry signed HB2, one of the strictest abortion laws in the country.
One year ago yesterday, Governor Rick Perry signed into law one of the country's most restrictive abortion laws. It's been a little over a year since Wendy's Davis' landmark filibuster, and it would be another few months before the bill withstood legal strutiny in federal courts. But here we are nonetheless, one year after the passage of the bill.

So where do we stand?

What's Changed
Currently there are 20 fully functioning abortion providers in Texas. This is down 50 percent, from the 41 clinics that were open before the passage of the bill. The clinics' locations are limited to San Antonio, Houston, Austin, and DFW.

Activists are saying that the clinic closures is most affecting women living in the Rio Grande Valley. There have been some reports of a rise in do-it-yourself abortions, especially in South Texas, where Mexican over-the-counter meds can more easily be obtained.

The restrictions haven't been limited to Texas. "What began in Texas a year ago as the most restrictive anti-abortion law in the country has spread across the nation," Terri Burke, Executive Director of the ACLU of Texas, told reporters on Thursday. "Today, other states are restricting access to reproductive health care in ways that can only lead to the end of safe and legal abortions in the country."

Despite the restrictions, some are finding ways to work with the law. A Planned Parenthood clinic, funded entirely by private donations, will open in Dallas in the next few months. The new facility will be in full compliance of the law, and will also offer money for birth control, and a travel fund for women to get to the clinic.

What We Can Expect
Another wave of clinics in Texas will close their doors by the end of the year. The law imposed an ambulatory surgical requirement and says abortion clinics must have admitting privileges at hospitals within 30 miles. When this part of the law goes into effect in September, only six or seven clinics in Texas will be legally able to continue operations.

As more clinics close their doors, we can also probably expect more initiatives like the new Planned Parenthood clinic, and private donors funding future clinics. We could also see a surge in pro-choice grassroots organizations, like Fund Texas Women, that have been established as a reaction to HB2.

The 84th Legislature begins on January 13, 2015. And if the last session was any indication, Texas women aren't going to stay away.

"There is still tremendous energy in the grassroots opposition to HB2," said Kathy Miller, president of the Texas Freedom Network, in a statement. "And the voices of those activists will remain strong until the legislation is repealed."

As a certified Abortion Proponent, it is my sincere hope that we can quadruple the amount of Abortions by 2020 and pass a law that every woman should have 3 by the age of 25.  The plan is to fund them by taking away the tax exempt status for religious organizations to build Mega Abortion Centers to be operated by recent graduates of gay conversion therapy. 


I look forward to passing an Open Abortion law that would allow a woman to have an abortion in any public place at any given time.

We have destitute children that supposedly get from Honduras to Rio Grande Valley yet adult women before 20 weeks can't make their way to 150 miles to San Antonio? Where I grew up in the Upper Midwest, people regularly drove 100 miles for any medical care.

What are abortion proponents going to do when a Republican gets in the WH, and uses Choke Point, the IRS, and federal agencies as tools to eliminate that which he, personally, doesn't like?

He could have all abortion facilities in the nation shuttered in a year if he chose to, just using the precedents being set by this administration.

it's a Christian thing, I suppose.  God knows why . . . I myself don't have a dog in it.  But I do muse - why do only women get to play god by God?

It takes two to make a third.  Even if married they guy has no say.  He doesn't even have to be asked or have knowledge he's to be a Dad.  It should at least be a tort in civil court, If the guy wants to keep the kid at least he should possess some subservient right, don't you think?.

As it is, the woman could have a bad hair day, or fret over her figure to get rid of her "inconvenient truth".

@Myrna.Minkoff-Katz @unclescrappy Ended the Bush wars??  They're both still going, we just sorta said, "screw this..." and walked away.  Unemployment is probably still as high or higher, just having numbers liberally massaged-a lesson I remember from a civics class long ago.  Expanded insurance coverage-not healthcare.  One is not the other.  Championed equality??  Where?  Checked black unemployment numbers?  Even black dems criticize him for that and the rich are getting richer and the middle class is shrinking.  The stock market may be a little higher, you seeing any of it? 

But, Rick Perry has great hair, certainly got Mr Obama beat on that front.

The stock market is responding to companies who are hoarding large sums of cash.  Ordinarily they would be using that cash for expansion (jobs) and R & D (jobs).   However, given the onerous obamacare restrictions as well as other horrific policies, corporations are holding their water until someone sane gets into the White House.


It wasn't the "Bush recession".  The depth of the recession was caused by Clinton and his band of liberal ninnies who lowered the underwriting standards because they declared poor people have a "right" to own a home.  Thus a bunch of worthless paper (mortgages) which was then traded back and forth by the greedy.
