Cluster Development - Cross Timbers Conservation Development District (CTCDD)

Enhanced Notification Process

Contained in the amendment to the Town's Master Plan in 2013 is an "enhanced notification process" for all cluster development proposed within the CTCDD.  The intent of the process is to increase notice and encourage participation in these unique developments.  For a more detailed description of "cluster development," please refer to the Cross Timbers Conservation Development District Area Plan, Paragraphs 8(a-e) in Section 2.0, Area Plans, of the Master Plan, or pages 7 and 8 of Ordinance No. 64-13

The following steps will generally be followed as part of the process:

  1. INITIAL CONTACT:  Developer shares his vision for cluster development with Town staff and seeks direction on regulations and process.
  2. PRE-APPLICATION / FIRST INFORMATIONAL MEETING:  Developer submits a preliminary plan to Town staff for further comment.  Developer coordinates a meeting to give interested parties an opportunity to ask questions and provide feedback prior to the submittal of a formal application.  "Notify Me" Subscribers, adjacent property owners & adjacent HOAs receive one notification.
  3. DEVELOPMENT APPLICATION SUBMITTAL / SECOND INFORMATIONAL MEETING:  Developer submits an application; Town staff (DRC) start the detailed review process, including SMARTGrowth analyses, engineering studies, review comments, and plan revision requests.  Toward the end of the review process, the developer coordinates a follow-up meeting to update interested parties on any modifications to the proposal, to solicit comments, and to try to reach a consensus prior to the Planning and Zoning Commission (P&Z) and Town Council public hearings.  "Notify Me" Subscribers receive one notification.
  4. P&Z / TOWN COUNCIL PUBLIC HEARINGS:  When appropriate, Town staff will schedule the public hearings.  The agenda items will include public comments from the second informational meeting, as well as any correspondence received prior to the packet being posted.  Members of the public will be able to express their views during both public hearings.  The requests will receive a recommendation by P&Z and final action by the Town Council.  Legal notices published in newspaper and letters mailed to property owners within 200 feet of the project boundary.
