Incorporated in 1961, the Town of Flower Mound is a home-rule city with five council members and a mayor who are elected at-large and serve two-year, staggered terms. Flower Mound operates as a council-manager form of local government that employs a professional staff of more than 450 who work to provide top-notch services and to increase resident quality of life.
