Appendix D — General Procedures for Electronic Filing

General Requirements

To submit filings online through Drilling Permits, the following equipment is required:

  • Personal computer.
  • Internet connection.
  • Standard web browser, such as Microsoft Explorer or Netscape Navigator.
  • Image scanner for capturing attachments electronically (IN .TIF FORMAT ONLY).

Each of the Oil and Gas Division district offices and the Austin office will have the required equipment available for use by Operators and consultants during business hours.

Scanning

A scanning resolution with a minimum of 200 dots per inch is required for recording documents that contain no type font smaller than six point. For documents with a type font smaller than 6 point, scanning resolution must be adequate to ensure that no information is lost.

For plats, Operators will be required to enter pre-scanned plat paper size and to show a scale bar on the plat. When the scanned plat is printed out from the electronic record on the same size paper as the original, the scale is the same. The bar will ensure that the scale is identical.

Payment Methods

A Visa or MasterCard is required for payment of permit fees. The credit card information can be submitted as part of the application and processed once the Commission has reviewed the application, or you can pay directly through the State of Texas payment portal.

Public Information (Open Records) Act

All Drilling Permit information maintained at the Commission is subject to the Public Information (Open Records) Act, Chapter 552 of the Texas Government Code.
