New York state regulators on Thursday gave final approval to a plan to make Mount St. Mary's Hospital and Health Center an affiliate of Catholic Health.

The application to the state Department of Health was approved by the Public Health and Health Planning Council during its regular monthly meeting.

Both are members of Ascension Health, while Catholic Health is also a member of the Diocese of Buffalo and Trinity Health.

Additional filings on the ownership transition for the Lewiston hospital are expected to be completed within the next six months, according to Joe McDonald, president & CEO of the Buffalo-based health system.

An internal work group has developed planning teams to transition the Lewiston hospital into the larger system. The teams will address such areas as information technology, human resources, finance, medical affairs and communications.

"We have a lot of work ahead of us, but we have good teams in place and support from everyone involved," said Judith Maness, Mount St. Mary's president and CEO.

Our Lady of Peace, a nursing home adjacent to Mount St. Mary's, will remain an independent part of Ascension Health Senior Care.

The state council also approved four other local requests:

  • Comprehensive of Williamsville LLC, doing business as Comprehensive Rehabilitation and Nursing Center at Williamsville, received approval to become new operator of the St. Francis Home of Williamsville, currently a Catholic Health residential health-care facility, paying $1.8 million for the operation. A separate entity, Reist Street Realty LLC, is acquiring the real property for $4.2 million, which it will lease back to Comprehensive.
  • United Memorial Medical Center was approved for a $6.5 million expansion of its cancer services with addition of a 8,500-square-foot center at its North Street campus and a $1.8 million linear accelerator for radiation treatment.
  • Buffalo Surgery Center LLC, a freestanding ambulatory surgery center in Amherst, received approval to admit nine new physician owners plus increase the ownership shares of an existing member for a total transfer of 49.96 percent of the company at a cost of nearly $1.2 million.
  • Brian Rosenman received approval as new owner of Shire Senior Living LLC (dba Shire Senior Living Home Care), a Rochester-based licensed home care services agency that provides services in 10 counties, including Genesee County. Rosenman also operates Suttton Gardens LLC and is the receiver for Kelly's Home for Adults.
