ABOUT THE DEPARTMENT

Public Health – Seattle and King County is the one of the largest metropolitan health departments in the United States with 40 sites, a budget of $318 million, and 1500 employees, 75% of whom are represented by 11 bargaining units. It is a mission-driven organization with a wide range of services such as chronic disease and injury prevention, clinical services in public health centers, restaurant inspections, and emergency medical services. 

Public Health works to protect and improve the health and well-being of all people in Seattle and King County. A major focus of the department is to eliminate the inequities in social and health outcomes for low-income and minority communities. The department is joining with partners at the local, state, and national levels to leverage opportunities, particularly with implementation of the Affordable Care Act, to shape innovative and collaborative approaches for improving the health and well-being of all communities and individuals in our region.

ABOUT THE POSITION

The Chief Human Resources Officer  is a strategic advisor and partner for the department, and serves as a member of its leadership team. This position provides innovative, collaborative and strategic leadership in the delivery of human resources (HR) services within Public Health. This leadership is needed to transition the workforce from meeting today’s demands to being prepared for the evolving needs of the future. This position’s focus is on the organization’s health and ensuring systems are in place to attract, retain and engage employees while providing a model of sound people leadership practices.   

This position reports both to the Chief Administrative Officer and to the Human Resources Director for the county, and is a member of the countywide HR Cabinet. This reporting structure ensures consistent delivery of HR policies and practices across the county, while supporting the unique and varied needs of each department’s line of business.

  • Lead the design and implementation of systems for recruiting, developing, and retaining a high-quality, diverse workforce that is prepared for the evolving business needs of the future; 
  • Shape HR systems to promote an organizational culture that supports continuous improvement (Lean) and embraces equity and social justice for employees and the community;

  • Develop the HR team to meet the needs of the divisions and department through modeling best practices in managing employees that include:     

    • Supporting continuous learning and development of skills and,

    • Setting goals for high-quality service and measuring progress on achieving them. 

  • Support the HR Director for King County government in leading efforts to make quality improvements to the delivery of human resources
     
  • Manage high-quality and timely HR Service Delivery to include:
    • Conducting investigations and overseeing grievance and disciplinary process;
    • Promoting an environment of continuous learning and development of skills; 

    • Fostering a model of every employee being accountable for high-quality service delivery; and,

    • Contribute to creating a work environment that is welcoming to all employee.
       
  • Advise managers in the divisions on HR policy and regulations
  • Identify HR issues that cut across the department and lead them to resolution
  • Support the creation and implementation of a succession plan for leadership roles throughout the department

THE IDEAL CANDIDATE

Our ideal candidates will have a Bachelor’s Degree in human resources, or related field and at least five years’ progressively, responsible HR experience, or any combination of education and experience that clearly demonstrates the ability to perform all the key deliverables of the position.

COMPENSATION
