Texas lawmakers ask: How to measure success in border ‘surge’?

Some state lawmakers tasked with monitoring the cost of Texas’ ongoing border enforcement effort seemed to agree on Thursday that a better measure is needed to gauge success.

Democrat and Republican members of the House Select Committee on Fiscal Impact of Texas Border Operations led by Rep. Donna Howard, D-Austin — questioned Department of Public Safety Director Steve McCraw about whether an increase in apprehensions since last year was an indicator that the operation was working as intended.
