WASHINGTON - When Rep. Steve Stockman won a long-shot bid in 2012 to return to the House of Representatives, he credited a dream team of tech-savvy volunteers who worked long hours and slept on the floor of a cluttered Webster motorcycle-repair shop that was eventually shut down for building-code violations.
