County clerk ready to issue licenses if gay-marriage ban lifted

Calling the state’s ban on gay marriage a “civil rights violation,” Bexar County Clerk Gerard “Gerry” Rickhoff said he will keep his office open around the clock if a San Antonio federal judge lifts a stay preventing same-sex couples from marrying.
