The woman who claims she was drugged and raped by Bill Cosby when she was 15 is filing a police report with the LAPD Friday afternoon TMZ has learned ... and that will trigger a formal investigation.

Judy Huth is -- at the time of this post -- on her way to the PD, along with her new lawyer, Gloria Allred. 

Huth just sued Cosby, claiming he got her drunk and then took her to the Playboy Mansion where he sexually assaulted her. Cosby filed legal docs Thursday, claiming she's a liar who tried to sell the story to the tabloids a decade ago and then tried extorting the comedian in return for her silence.  

Cosby also notes ... the alleged incident occurred 40 years ago ... well beyond the statute of limitations.

TMZ broke the story ... even if the statute of limitations has run, they will investigate if someone files a police report -- which she is now doing. The cops say they conduct these investigations because they don't know what twists and turns will occur ... possibly unearthing new alleged victims.

Terrell Owens tells TMZ Sports ... he's ready, willing and able to step in and play for the Chicago Bears now that Brandon Marshall is out for the rest of the season with a serious injuries.

4:30 PM PT -- Reverend Sharpton tells us he has questions about Hertenceia and her motives. He says, "I do not know that this Aunt has legal standing to speak for the family."

He adds ... "When Kimberly asked us for help we responded because she had legal standing as his domestic partner and the mother of his child ... who is the next of kin."   
The family of the man who was shot to death in Brooklyn by the NYPD wants Al Sharpton to mind his own business and stay away from the upcoming wake and funeral.

Akai Gurley was gunned down in a Brooklyn housing project stairwell, and the cop who shot him shockingly texted his union rep before calling 911.  

Sharpton has gone on the attack, holding a news conference condemning the cop.

But Gurley's aunt, Hertenceia Peterson -- who is speaking for his mom -- tells TMZ, "Al Sharpton came in, put his name on the situation, but has not even made one single call to the parents to Akai."  
Peterson says all Sharpton sees "is money and political gain and that he is turning the tragedy into a circus."

Kevin Powell, who appeared on the first season of "The Real World"  has been helping the family. 

She says the family does NOT want Sharpton at Friday night's wake, where the Rev has promised to deliver a eulogy. She also says he's persona non grata at the funeral.

Rev. Sharpton tells TMZ, he's not grandstanding for the cameras and he was asked to get involved by Akai's domestic partner and mother of his daughter, Kimberly Ballinger.

Ballinger tells us, "Sharpton and his team have been supporting us since day one, and we absolutely want him to attend the wake and funeral."

Hulk Hogan is nonplussed that Officer Darren Wilson compared him to Mike Brown ... he's staying neutral.

The Hulkster was cruising into LAX Friday when our photog asked about Wilson telling ABC News ... Mike Brown was as powerful as Hulk the day he shot and killed the teen.

It doesn't take much to read between the lines ... Hulk thinks the truth lies somewhere in the middle ... somewhere between the Brown and Wilson scenarios.

We've learned Biebs has moved into a landmark house near Beverly Hills ... one that was built recently but has captured the interest of architectural aficionados.

We're told the house is renting for just shy of $60K a month. He can afford it.

As we previously reported ... Justin moved out of his BH condo this week -- to the delight of his neighbors. Justin turned the building upside down.

The house is big enough so the ragers won't disturb nearby residents ... it's 6,537 square feet with a 7 car garage, 6 bedrooms and 7 bathrooms.

We're told it's a short-term lease which, when it comes to Justin, is about all people can take.

Rapper Beanie Sigel was rushed to a local hospital Friday morning in New Jersey after he was shot in the stomach ... and cops believe there was a scuffle before he got capped.

Pleasantville PD officials say they responded to a shooting around 10AM and discovered Sigel on-scene ... but he was NOT unconscious.

We're told the rapper was immediately taken to a local hospital and rushed into surgery.

Cops believe there was a physical altercation before the shooting ... but they don't know if the other man on scene was involved, or just a witness -- since he's refusing to talk.

Police are waiting to interview Beanie for more info ... so as of now, there are no suspects.

Ryan Seacrest has broken up with his girlfriend -- so we've learned -- and is out on the town with a new, attractive blonde chick.

Ryan was leaving the GQ Men of the Year party Thursday night at the Chateau Marmont in West Hollywood and his GF of more than a year-and-a-half, Shayna Terese Taylor, was nowhere in sight. That's because we're told Seacrest said bye bye.

Ryan -- who's turning 40 the day before XMAS -- apparently likes being single ... and it's obvious why.

Christopher Walken had a fever Thursday night during the Peter Pan Live special on NBC ... but it wasn't for cowbell ... it was for the tambourine.

Walken played Captain Hook in "Peter Pan LIVE!" as Captain Hook ... with Allison Williams from "Girls" playing the title role -- and it was both glorious and awful at the same time.

Bonus points for Chris' attempt to lip-sync at the end of the video.
