2. What is the difference between Division I and Division II athletics?

Division I is a team league. Coaches sign up an entire team and are responsible for their own jerseys. The Parks and Recreation Department does not add individual players to Division I teams. Division II is an individual league. Players sign up and pay as individuals and are placed on a team. Volunteer coaches are needed for this league.

3. How do I participate in soccer, baseball, lacrosse, softball or cheerleading?

Each of these sports is coordinated by organizations separate from the City of Southlake. Please visit the Athletic Associations page for more information about any of these sports. The City of Southlake does provide summer sports camps. Check out the Southlake Scene for more information.

Capital Improvement Program

1. What is a Capital Improvements Program?

A Capital Improvements Program (CIP) is a five-year plan for the purchase, construction or replacement of the city's physical assets. City staff budgets the CIP for a five-year period but also identifies a number of projects that cannot be addressed due to funding limitations. These projects are shown in out-years, but no plans are in place to address them as projected revenues will not accommodate their construction within the specified time frame.

2. Why is it important to have a CIP?

With time, public facilities need major repair, replacement or expansion. Maintaining and upgrading a community's capital stock requires significant financial investment. This investment must be weighed against other community needs and analyzed in light of community goals.

The City of Southlake, like many cities, is under pressure to make efficient use of capital resources and must make difficult choices. There are more needs than can be satisfied at once, and the selection of one investment over another may shape the development of the City for years to come.

Capital improvements programming is a valuable tool to ensure that choices are made wisely. The City's development goals are implemented, in part, by the careful provision of capital facilities. The benefits of this systematic approach to planning capital projects include the following:

•Focuses attention on community goals, needs, and capabilities.
Through capital improvements programming, capital projects can be brought into line with the City's long-range plans by balancing identified needs with financial capacities. Considered individually, a new park, water system improvements, and street widening may be great ideas; however, each project may look quite different when, in the course of the Capital Improvements Program process, it is forced to compete directly with other projects for limited funds.
•Optimizes use of the taxpayer's dollar.
The Capital Improvements Program helps the City Council and City Manager make sound annual budget decisions. Careful planning of capital improvements helps prevent costly mistakes. In addition, capital planning allows the City to save money in several other ways. For example, investors in municipal bonds tend to look more favorably on communities that have a Capital Improvements Program; if bond financing is selected for a capital improvement project, the City may realize significant savings on interest.
•Guides future growth and development.
The location and capacity of capital improvements shape the growth and redevelopment of the City. City decision makers can use the Capital Improvements Program to develop well thought-out policies to guide future land use and economic development.
•Encourages efficient government.
Interdepartmental coordination of capital improvements programming can reduce scheduling conflicts and ensure that no single function receives more than its fair share of resources. In addition, the Capital Improvements Program can be used to promote innovative management techniques and improve governmental efficiency and effectiveness.
•Improves the basis for intergovernmental and regional cooperation.
Capital improvements programming offers public officials of all governmental units (City of Southlake, Tarrant and Denton Counties, and local school districts) an opportunity to plan the location, timing, and financing of improvements in the interest of the community as a whole.
•Maintains a sound and stable financial program.
Having to make large or frequent unplanned expenditures can endanger the financial well-being of the City. Sharp changes in the tax structure or bonded indebtedness may be avoided when construction projects are planned in advance and scheduled at intervals over a number of years. When there is ample time for planning, the most economical means of financing each project can be selected in advance. Furthermore, a Capital Improvements Program can help the City avoid commitments and debts that would prevent the initiation of other important projects at a later date.
•Enhances opportunities for participation in federal or state grant programs.
Preparing a CIP improves the City's chance of obtaining aid through federal and state programs that provide funds for planning, construction and financing of capital improvements. The CIP is considered a "public works shelf" that contains projects that can be started quickly by having construction or bid documents ready should any grants become available.

3. What is the relationship between the CIP and the Annual Budget?

The City's annual budget itemizes and appropriates the funds needed for all municipal purposes during the next fiscal year, and is comprised of two separate budgets - the Operating Budget and the Capital Projects Budget. The Operating Budget includes the day-to-day operational expenses of the City, such as salaries, supplies and expenses for programmatic activities.The first year of projects contained in the CIP becomes the basis for formulating the Capital Projects Budget.

4. What is the relationship between the CIP and the City's planning process?

Comprehensive plans are official public documents adopted by local governments as policy guides to making decisions about physical development of the community in the next 20 years. The City of Southlake's current comprehensive plan, the Southlake 2030 Plan, includes a number of citywide plans that prioritize the development of thoroughfares, sidewalks and trails, and parks.

The Park, Recreation and Open Space Master Plan, the Mobility and Master Thoroughfare Plan, and the Southlake Pathways Plan (Trail Master Plan) all provide implementation recommendations that link the future vision of the community to relatively short-term actions.

Recognizing the importance of the link between the Capital Improvements Plan and implementation of the master plan, all proposed projects are required to demonstrate linkage to one of the City's master plans. By using the Capital Improvements Program process to reinforce the desired master plan priorities, the City's physical future can be better shaped.

5. How is a CIP created?

The CIP Technical Committee, comprised of the Assistant City Managers and Department Directors, begins the process of evaluating the various CIP project requests in April of each year. The methodology involves a presentation of each project by a staff member of the requesting department, and the use of the CIP project evaluation form. Each CIP project request is scored.

Once scored, the project is ranked in the appropriate funding category (i.e. General Fund, Utility Fund, SPDC, Crime Control) based on the score received. The resulting ranked project list is then reviewed by the Technical Committee to ensure that there were no obvious flaws in the ranking system. The Technical Committee then reviews the dollar amount available in each fund and recommends the projects to be funded in the upcoming fiscal year and/or the other four out years.

Once the Technical Committee completes its review, the list is presented to the City Manager who then meets with the Technical Committee regarding needed changes or additions. The Technical Committee inputs any needed revisions and holds additional meetings with department heads to ensure the proposed plan is comprehensive.

Prior to the City Manager's submission of the Capital Budget, the Crime Control and Prevention District Board (CCPD) as well as the Southlake Parks Development Corporation (SPDC) and the Parks Board also meet to review and recommend their respective portions of the budget and five-year plan.

6. How is a CIP funded?

The City of Southlake uses both cash and proceeds from bond sales to fund CIP projects. Here is more information on bonds:

When the City sells bonds, purchasers are, in effect, lending the City money. The money is repaid, with interest, from taxes or fees over the years. The logic behind issuing bonds for capital projects is that the citizens who benefit from the capital improvements over a period of time should help the City pay for them. The City can issue bonds in these forms:

•Certificates of Obligation (C.O.) Bonds
Similar to general obligation bonds except the certificates require no voter approval. Combination tax and revenue certificates of obligation are issued for both governmental and business type activities. General obligation bonds, governmental revenue bonds and tax notes pledge the full faith and credit of the City. Combination tax and revenue certificates of obligation are payable from the net revenues of the water and sewer system and general debt service tax.
•General Obligation (G.O.) Bonds
Perhaps the most flexible of all capital funding sources, G.O. bonds can be used for the design or construction of any capital project. These bonds are financed through property taxes. In financing through this method, the taxing power of the City is pledged to pay interest and principal to retire the debt. Voter approval is required if the City wants to increase the taxes that it levies and the amount is included in the City’s state-imposed debt limits. To minimize the need for property tax increases, the City makes every effort to coordinate new bond issues with the retirement of previous bonds.
•Revenue Bonds
Revenue bonds are sold for projects that produce revenues, such as water and sewer system projects. Revenue bonds depend on user charges and other project-related income to cover their costs.

Capital Improvement Program - FM 1938 Phase II Public Meeting Questions

1. "Why is there a sidewalk coming up Johnson Rd. and no other side roads?"

"If so, do sidewalk on Johnson it will take all trees on my property?"

a) We are placing sidewalks wherever possible and reasonable. There are proposed developments West on Johnson Rd that will warrant sidewalks and therefore are being installed with the roadway.

b) In general, trees inside the public right of way will be removed.

2. "Bike lanes? If not, will sidewalks be wide enough to accommodate bike and foot traffic?"

There will NOT be a dedicated bike lane.

There will be a 5' sidewalk on the West side and a 8' sidewalk on the East side of the roadway.

3. "Need an approach to/from my property, approx. ½ length of the lot (middle). Please notify me upon completion of eng. drawings"

Since there is not an existing driveway, all new driveways will be required to go through the TxDOT permitting process.

4. "My question is why not make 1709 & 1938 an overpass/underpass. In 5/10 years from now, this area will be impacted & more space will be needed."

This is not practical because of cost and right of way (ROW) considerations. Also, an overpass/underpass would cut off access to the existing businesses at the intersection.

5. "Johnson Rd. & Florence Rd. needs a stop light to enhance the flow of traffic."

There is no planned traffic signal for this intersection at this time as both of these side streets will have a right turn lane onto FM 1938 and a dedicated left turn lane from FM 1938. However, traffic signal warrant studies will be conducted to determine when/if signal development is appropriate in the future.

6. "Will there be a traffic light at 1938 & Johnson Road?"

At this time there is not a traffic light planned at this intersection. Johnson Road will have a right turn lane onto FM 1938 and a dedicated left turn lane from FM 1938. Future evaluations will determine when/if signal development is appropriate.

7. "Will the retaining wall come all the way to Johnson Road?"

There is no retaining wall planned near Johnson Road.

8. "Why do we need a 10-foot wide median? We need a turn lane at Top Rail as not to back up traffic u-turning to come back to Johnson Rd."

An option has been proposed for Top Rail to have a median opening. Although not finalized, we anticipate moving forward with this alternative.

9. "What are the projected decibels on 1938 once construction is completed and what is the maximum allowed by the City and/or State?"

A sound study has been performed and is part of the environmental documentation. This document is available through TxDOT for review.

10. "Post exhibits on website."

Exhibits will be posted on the website.

11. " ... We are concerned about needing a safety barrier from the road because our house will be lower than the road ..."

The roadway will curbed and there will be a concrete rail on top of the retaining wall to prevent errant vehicles from leaving the roadway.

12. "There was no mention of placing a new fence along the Myers Meadow subdivision...Earlier presentations indicated a new fence... Is that new fence still part of the plan?"

A screening wall is proposed along the Myers Meadow development approximately 10' West of the existing fence. The top of the wall will be 8' above the roadway.

13. "Assuming the answer to the Myers Meadow fence is yes, will the project remove & haul away the existing fence? Or will the HOA, who owns the fence, have the expense to do that?"

The HOA will be responsible for removing and hauling the existing fence if they so choose.

14. "How will the runoff water from the Myers Meadows retention pond be channeled?"

The existing conditions will remain.

15. "When should [FM 1938] phase 2 start? Is there a timeline?"

Utility relocation has begun. Construction of the road will begin in September 2014 and will take approximately 26 months.

16. "Is our street name still going to change to FM 1938 [from Randol Mill]? When will the name change occur?"

The street name will not be Randol Mill Blvd. We are investigating to determine what the mailing address for the streets will be. This is a legislative action by the Southlake and Keller City Councils.

17. "Will the land required for Phase 2 be taken off the west side of the road down to Kingswood? ... is that still the case? We...didn't know if we were going to lose property."

ROW for Phase 2 has already been acquired. However, Right of Entry / Temporary Work Areas may be required during construction to tie into existing acquisitions.

18. "...it almost looks like the street will have to curve back to the west at some point in order to accommodate the 2 additional lanes. Will the curve happen at Kingswood.?"

The roadway will curve back to the West, North of Beam/Fawkes. See website for drawings.

19. "We also have a fence around the front of our property and the dogs also have access to our front yard... So we were wondering if the fence would have to move back while they’re working?"

Your fence will not need to be relocated during construction.

20. "Because the road will be divided, will we still be able to turn left out of and into our driveway going south? Coming home via 114, we have to wait in a long southbound line on Randol Mill..."

There will be a median opening at Hillside Drive that will be able to accommodate your turning off of Southbound FM 1938. To get onto southbound FM 1938 you will need to make a U-turn at Florence.

21. "The light on Southlake Boulevard and the amount of traffic backs it up from 1709 down to Kingswood .... Will there be any additional traffic lights on this on this section?

There will not be any additional traffic lights.

22. "The city...said there will be a trail on the east side of the road and a sidewalk on the west side...Who will be responsible for maintaining the trail and the grass between the road and fence?"

There will be a 5' concrete sidewalk on the West side and an 8' concrete sidewalk on the Eastside of roadway. The drainage culvert along FM 1938 will go away. The City will maintain the sidewalk and grass/landscape in the right of way.

23. " Are there plans/timeline/etc. on-line or somewhere that we can view to see how the project is going to look and what the projected timeline is?"

Plans, timeline and specific details are not available online but are available at the City of Southlake Public Works department for review.

24. "Will the speed limit still be 30 mph or will that increase?"

The design speed along FM 1938 is 40 mph. Upon completion however, TxDOT will perform a speed study to determine a recommended speed for the FM 1938 corridor. Any implementation of a TxDOT study will need to be adopted by the respective city councils of the City of Southlake and the City of Keller.

25. "Are there plans for a noise barrier?"

No

26. "The ROW is right up against the East side of a...garage -  will there be any fencing, stone walls or berms built to help protect speeding traffic from colliding into the garage or home?"

There will be a retaining wall next to your property along the limits of your garage.

27. "Is there going to be a side walk built on the East side of my detached garage between the garage and the new road way?"

Yes there will be a sidewalk.

28. "We have a fence that is currently in their ROW;  will they be required to rebuild that fence?..."

If the fence is located within the public right of way, the fence will be removed and replaced at the expense of the property owner. The contractor will coordinate any impacts to your fence with you prior to removal.

29. "Will they be removing the beautiful pine trees from the property that are currently on the ROW?"

Yes, the pine trees will be removed.

30. "Currently there is a street lamp at Brookforest and FM 1938. How will that lamp be affected?"

There are proposed street lights on either side of Brookforest. The existing light pole will be relocated near its existing location.

31. "Has a formal traffic study been done on the traffic flow on Kingswood vs. Brookforest Dr.? If not the proposed turn lanes will prevent the greater amount of traffic from entering Brookforest"

An option has been proposed for Brookforest to not have a median in front of the street obstruction left turns. Although not finalized, we anticipate moving forward with this alternative.

The current planned budget for the facility is $46.5 million dollars. There will be no increase in taxes to construct or operate the facility.

The anticipated grand opening for Phase I is November/December of 2015. The anticipated grand opening for Phase II is January 2018 contingent upon a May 2015 election.

3. What will Phase I and Phase II include?

Phase I: Events Hall, Multipurpose Conference/Meeting spaces, Club Lounge, Senior Center, Catering Kitchen and an Outdoor Amphitheater.

Phase II: Fitness, Performance Training, Aquatics, Gymnasium, Indoor Track, Indoor Playground, Party Rooms and Multipurpose Classrooms.

4. Will there be a membership cost associated with this facility? Will there be a resident and non-resident membership fee?

Yes, there will be a resident and non-resident membership fee, however, the fees are TBD.

5. What are residents voting on in this election? When is the election? Is this a bond election?

This is not a bond election. The election is for voter approval to repurpose an existing City sales tax revenue source to construct the facility, and to assist with offsetting a portion of the operating costs. It is important to note that more than 70% of Southlake's sale tax revenues are generated from non-Southlake residents.

6. Where exactly in Bicentennial Park is the facility going to be located?

The facility will be located in the southwest corner of Bicentennial Park off Shady Oaks Drive.

Adopting a street requires a two-year agreement with the City of Southlake. Any individual or organization can adopt a street. You are required to conduct four cleanups a year and report the cleanup data back to Keep Southlake Beautiful (KSB). 4. How do I get a Southlake Public Library card?

Southlake residents must present proof of a residence address or property ownership (Texas driver's license, utility bill, tax statement, etc.) to obtain a card. Children less than 16 years old must be accompanied by a parent / guardian to obtain a library card. Nonresidents may obtain a library card for an annual fee of $25 per card per person or may obtain a free TexShare card from their local participating library.

5. Is there a book drop outside the library?

The library now offers three convenient locations for book drops.

Our drive-up book drop is designated for all library materials and is located between Tyler's and the west parking garage.

Additionally, two book drops are located on the north side of Town Hall, across the street from Origins. One is designated for books, and the other is for audio / visual materials (videos, kits, audio books, cassettes, DVDs and CDs).

We have an off-site book drop located in the lobby of the DPS west facility located at 2100 West Southlake Boulevard. And we have an after hours bookdrop in the lobby on the 1st Floor of Town Hall.

6. How long can I keep the items I check out?

Books and books on tape / CD can be kept for 14 days. Music CDs, audio cassettes, DVDs and VHS tapes can be kept for 7 days.

7. How can I renew items that are checked out to me?

Materials can be renewed until they are requested by another customer. You can renew your materials in several ways.

We only accept Southlake Public Library cards. You may choose to get a card with us by purchasing a non-resident card for $25 annually or by participating in the Texshare program. Texshare libraries in the immediate area include Dallas, Fort Worth, Hurst, Euless, Bedford, North Richland Hills, and Roanoke . Grapevine and Keller are not Texshare libraries.

13. Who is eligible for a Southlake Library card?

You may get a free Southlake Library card if you are a:

CISD student or employee;
City of Southlake employee;
Southlake Chamber of Commerce member; or a
Texshare cardholder.

14. What is the maximum number of items I can check out?

You may check out up to 36 items per library card. There is a limit of 3 DVDs, 3 VHS tapes, and 3 CDs per card. Books and audiobooks are checked out for 2 weeks. DVDs and CDs are checked out for 1 week. You must be at least 18 years old to check out movies and 16 years old to check out CDs.

18. Does the Library have a meeting room?

Free Wifi is available at the Library. Connect to SLKGuest. Public access computers are also available in the Library. Before using the computers, please sign in at the Reference Desk. A Southlake Library card must be presented. People under age 13 who wish to use the Library's computers (other than the Library's catalog) must have a parent or guardian present. A Southlake Library card is required.

20. What business machines are available at the Library?

The Library offers computers with Microsoft Office software and access to a printer. A photocopier is also available. Printing costs are 15 cents per page on all printers and copiers.

21. Can I type my school paper or resume in the Library?

Microsoft Office programs are available on all of the public computers. You may use a flash drive with all computers. It is advised to save your paper/resume to a flash drive or in electronic format to your personal email files before leaving the Library. Documents saved to the desktop will be lost when the machine is shut down. You may print your paper/resume in the Library. Printing costs are 15 cents per page.

22. Are computer games available?

Some computer games are available via the Internet.

23. What type of items are in the Library's collection?

1. Why isn't there a court date on my citation?

Court dates are not printed on Southlake citations. Defendants are given a period of 20 business days to make an initial appearance in person or by mail.

2. What if I have a Commercial Driver's License?

You are not eligible for Deferred Disposition or Driving Safety Course, and the offense will go on your driver record if it is a moving violation. You have the option of pleading not guilty and speaking with the prosecutor.

3. What if I need more time to pay for my citation?

Extensions of time to pay can only be approved by the Judge. You may appear in person at the Municipal Court window within 20 business days of receipt of the citation to schedule a court date. You are required to fill out a financial information form.

4. How long do I have to take care of this citation?

Twenty business days are allowed to make an initial appearance concerning a citation. The following are considered an initial appearance:

• Defendant comes to the court office in person during business hours
• Defendant submits the proper response through the mail

5. What payment options are available?

Payments can be made online (with Visa or MasterCard only) or made in person using the following acceptable payment options:

Southlake Department of Public Safety tests the outdoor warning system the first Wednesday of every month at 1:00 p.m.

3. What do I do if I cannot hear the outdoor warning system inside my house?

The purpose of the system is to warn those who may be outdoors during a sudden storm event and encourage them to take immediate shelter. It is not meant to warn residents in their homes.

To receive warning within your home, the best resource available is a NOAA weather radio, which can be programmed with a code to activate when there are storm warnings in our area. These radios are available for purchase at many local retailers for a nominal price.

1. What is a plat?

A plat is a legal and graphic representation of a tract or tracts of land that shows the dimensions and location of the property. Plats are public documents which are reviewed and approved by the City and filed with the County. Plats are typically prepared for combining or subdividing tracts of land, such as for the development of a subdivision. The City's Subdivision Ordinance regulates the platting process.

2. What is a survey? How does it differ from a plat?

Similar to a plat, a survey shows the dimensions and location of a property. However, a survey also shows any improvements on the property (such as buildings, driveways, fences, etc.). Plats are public documents while surveys are generally prepared for the personal use of the property owner.

3. Is a permit required for a garage sale?

The current rate for residential Trash and Recycling collection, effective October 1, 2014, is $14.40: $9.50 per month for solid waste, $3.80 per month for recycling, and $1.10 in tax.

3. How do I get a recycling cart?

To sign up for recycling and trash services, new residents should first contact the Utility Billing Office at (817)-748-8051. To request an additional recycling cart, please contact Utility Billing. For a smaller 65-gallon cart, contact the main City line at (817)-748-8400.

4. Is there an option for a recycling cart that is smaller than the 96-gallon cart?

The City does have an option available for a smaller, 65-gallon cart. To request the smaller cart, residents can contact the City's main phone line at 817-748-8400.

5. Where should I place my garbage and recycling containers for collection?

Republic recommends that garbage and recycling containers be placed at the curb in front of the residence at a distance no greater than 7 feet from the curb. For recycling, place the recycling cart facing the street, with the wheels touching the curb. Carts must be within 3 feet of the street to be collected. In order for the Republic Services trucks to safely collect the carts, ensure that they are placed at least three feet from mailboxes, and five feet from vehicles.

6. What time should I set my containers out on my collection day?

The containers should be set at the curb by 7:00 a.m. on your assigned collection day.

7. What items can I place in my recycling cart?

These items CAN be placed inside the recycling cart:

9. Do I need to sort my recyclables?

Recyclable materials can be placed loose in the dumpster and do not need to be sorted by material type. This includes newspapers, magazines, and household paper The materials will be sorted by Republic at their recycling facility.

10. Is special preparation of recyclables required?

Please make sure that all bottles, jars, and cans are rinsed and lids are removed before putting them into the recycling cart.

11. What if my recyclables will not fit in my cart?

Recycling in the City of Southlake is now collected using a new automated collection system. Republic Services uses new CNG trucks with robotic arms attached to more efficiently collect recycling. The new trucks are not only quieter than the previously used trucks, but also more sustainable.

The automated recycling trucks used by Republic Services can only collect recyclables placed within the carts. If you would like an additional recycling cart, contact Utility Billing at (817)-748-8051. Any recycling that is not placed in the cart will not be collected, unless other arrangements have been made with Republic.

12. What is the largest size garbage container I can use?

A 33 Gallon container.

13. What is the maximum amount any garbage container can weigh?

50 Pounds.

14. Why does my neighbor have a 90 gallon "Monster" garbage can, and Republic still collects their trash?

Republic Services will pick up the contents of larger cans so long as the contents are individually bagged. Individual bags must not exceed 33 gallons or 50 pounds.

15. How can I dispose of bulk items or brush/limbs?

Republic Waste Services provides curbside collection of bulky waste during the regular residential collection at a rate of up to two (2) cubic yards per resident per collection.

Bundled brush in lengths of no more than four feet and no more than 50 pounds in weight can be picked up during the regular residential collection without additional charges.

In addition, Republic will collect up to twelve (12) cubic yards of unbundled brush, rubbish, or limbs, per year for each residential customer on an on-call basis for no additional cost.

16. What items are accepted as bulk pick-up?

Items such as sofas, appliances, stoves, water heaters, and limited amounts of unbundled brush can be collected as a bulk pick-up item. Any appliance, such as a refrigerator or air conditioner, which once contained a refrigerant, must have the refrigerant removed by a certified professional prior to collection.

A state approved "clean certificate" must be attached to the appliance before it will be collected. Please contact Republic disposal (817-317-2424) to determine if your item can be collected as a part of this program.

17. How do I schedule a pick up for bulk items, limbs, or unbundled brush?

To schedule a bulk pick up, please contact Republic Customer Service directly at 817-317-2424.

18. What if I have more than twelve cubic yards of brush or limbs for disposal?

If you have more brush that needs to be disposed of, the options are:

1) Bundle the brush into lengths of no more than four feet and no more than 50 pounds in weight. The pick up of bundled brush can occur during regular residential collection and will not incur additional charges.

2) Republic will collect up to twelve (12) cubic yards of unbundled brush, rubbish, or limbs, per year for each residential customer on an on-call basis for no additional cost.

Old paint, pesticides, used oil and other automotive fluids, household cleaners, solvents, batteries, and pesticides are all examples of household chemicals that could be hazardous to the environment if disposed of improperly. These wastes usually have one or more of the following characteristics, so look for these words in the label or directions of use:

Place any needles in an empty laundry detergent jug or other puncture proof container. This keeps needles from tearing through bags, potentially causing injury.

Utility Billing

1. Even though Fort Worth is increasing their rate, why does the City of Southlake have to raise our rates? Don’t you make enough money through taxes?

Consistent with the philosophy of self-supporting stable revenue streams, the intent of the Utility Fund is for the direct beneficiaries to pay for all costs of the fund, including debt service, through fees levied for the services provided. This allows the City to maintain and improve utility infrastructure without using tax revenue.

2. Why is Fort Worth raising the rate?

There are two key factors impacting Fort Worth water rates, raw water costs and revenue stability. Fort Worth purchases raw water from the Tarrant Regional Water District. Because of continual demand throughout the district due to population growth, TRWD developed an Integrated Pipeline project that will transport additional water from previously untapped reservoirs to Tarrant County. As the area continues to grow and the demand for water continues to increase, the distances from which water has to be piped to the customers continues to increase and pipelines and other facilities have to be built to bring the water to the local area. The cost of this project is the primary driver to increase costs of raw water to the City of Fort Worth. The second factor of revenue stability is to ensure that the water utility is self-sufficient, thus not relying on taxpayer dollars for subsidy. This is a key element considered by rating agencies when assigning bond ratings.

3. What does Fort Worth’s rate increase have to do with Southlake?

Southlake purchases our water from the City of Fort Worth wholesale, thus any increase in Fort Worth’s water rate impacts what the City of Southlake pays for water.

4. Did Southlake and other Cities like us have a say in the rate increase?

The City of Fort Worth identified the Retail Rate Structure Stakeholder Group for the purpose of allowing customers to voice their opinions. In addition, the Fort Worth Water Director requested input from all interested parties regarding the recommended rate increase.
The City of Southlake, along with other wholesale customers, maintains a constant line of communication with the City of Fort Worth Water Department through participation in an Advisory Committee. The committee’s responsibility is limited to an advisory capacity only.

5. How do they establish their water rates?

Fort Worth establishes its water rates based upon a Cost of Service Study that is conducted by a third party consultant. The study evaluates the various cost components that go into the production of the drinking water product. This study is provided to the Advisory Committee comprised of wholesale water customers, like Southlake.

6. Do you offer sewer averaging?

A: Yes. Sewer charges are based upon the average amount of water a household consumes during the winter months (December, January and February), when water consumption is generally the lowest. Sewer charges are recalculated once a year in the spring, this applies to Residential Accounts only. The City of Southlake is one of the few cities that offers sewer averaging as well as capping the sewer charge for 10,000 gallons used.

Warrants

1. What happens if a warrant is issued for my arrest?

If you currently have a warrant for your arrest you may be arrested at your home, place of business, or during your commute. In that event, you would be taken into custody to the jail facility of the police agency that made the arrest. You may avoid being arrested by paying your fine online, at the Southlake Municipal Court during our regular business hours, or by posting a cash or surety bond and scheduling a court hearing where you might enter a plea before the Judge.

2. How can I pay for my warrant?

Warrant payments can be made online or in person at the Southlake Municipal Court Monday through Friday from 8:00am - 5:00pm. Payments are not accepted over the phone.

3. Can I make a partial payment on an active warrant?

No partial payments can be accepted for active warrant clearance. If you cannot post/pay the entire amount of the fine/s, you may come to the Court during business hours and fill out an extension of time to pay form. The clerk will then provide you with a court date and time. At the hearing, you may speak with the Judge about your case and request an extension of time to pay the fines.
