All licensees who dispense Schedule II, III and IV controlled substances to residents of West Virginia must provide the dispensing information to the West Virginia Board of Pharmacy (BOP) each 24 hour period basis.

The West Virginia Board of Pharmacy and its private contractor keep patient information strictly confidential, in compliance with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) Privacy and Security Rules.

The data is housed in a high security, HIPAA-compliant database within the state of West Virginia. The data will be accessible to Prescribers and Dispensers who have been credentialed and who agree to confidentiality requirements for access to and the use of this information.

Prescribers and pharmacists authorized to access the patient information, must certify before each search that they are seeking data solely for the purpose of providing healthcare to current patients. Authorized users agree that they will not provide access to any other individuals, including members of their staff unless and until they are authorized as designates.

A prescriber or pharmacist who accesses or discloses information for any purpose other than providing healthcare to a current patient or verifying the record of prescriptions issued by the prescriber, or who allows any other individuals to access the information using the prescriber’s or pharmacist’s own access codes, is subject to civil penalties for each offense and disciplinary action by the prescriber’s or pharmacist’s professional licensing board.

Online Dispenser Reporting & Patient Report Access

The NEW online service C.S.A.P.P. is now available for reporting Dispensers including pharmacies that fill less than 25 prescriptions per month and Zero fill reporting.

Prescribers, pharmacists and APPROVED officers of law enforcement agencies whose primary mission involves enforcing prescription drug laws can register for a C.S.A.P.P. account to access timely patient prescription controlled substance reports. Registered prescribers and dispensers may also permit delegates to register for a C.S.A.P.P. account on the prescriber's or dispenser’s behalf.

By providing prescribers and dispensers access to controlled substance history information at the point of care it will help them make better prescribing decisions and impact prescription drug abuse in West Virginia. The role of the West Virginia Controlled Substance Automated Prescription Program (C.S.A.P.P.) is to help well informed prescribers and pharmacists use their professional expertise to evaluate their patients care and assist in the help and prevention to those patients who may be abusing controlled substances. It can serve to identify patients who may benefit from a substance abuse referral. It can also serve in an acute care setting to confirm a patient's controlled substance prescriptions. The state’s database known as the Controlled Substance Automated Prescription Program (C.S.A.P.P) contains over 40 million entries of controlled substance drugs that were dispensed in West Virginia. Each year the C.S.A.P.P. program responds to more than 900,000 requests from practitioners and pharmacists. The online C.S.A.P.P. system will make it much easier for authorized prescribers and dispensers to quickly review controlled substance information via the Patient Report in an effort to identify and deter drug abuse and diversion through accurate and rapid tracking of Schedule II, III and IV controlled substances.

C.S.A.P.P. is committed to assisting in the reduction of drug diversion without affecting legitimate medical practice or patient care. The C.S.A.P.P. is a valuable investigative, preventive, and educational tool for law enforcement, regulatory boards, educational researchers, and the healthcare community.

Distribution of C.S.A.P.P. information to anyone other than the registered user and for purposes other than patient evaluation is strictly prohibited. Disciplinary, civil or criminal actions will be taken by the State of West Virginia.
